Resolution 208-1985 '-.-- RESOLUTION NO. 208 -1985 TRANSMITTAL OF MONROE COUNTY COMPREHENSIVE PLAN TO THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS AND THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL. WHEREAS, the Monroe County Planning Department, acting as the local planning agency, pursuant to Section 163.3174, Florida Statutes, has over the past eighteen (18) months prepared the Monroe County Comprehensive Plan in order to insure the County's management of its land, environmental and economic resources is generally consistent with the requirements of Section 163.3161, et ~ the Florida Local Governmental Comprehensive Planning Act and the Principles for Guiding Development for the Florida Keys Area of Critical State concern, established pursuant to Section 380.05, Florida Statutes; and WHEREAS, the Monroe County Comprehensive Plan proposed by the Monroe County Planning Department includes the following five volumes: Volume I: Background Data Element; Volume II: Land Use Plan Element; Volume III: Post Disaster Relief Plan; Volume IV: The Fiscal Element; and Volume V: General Plan Amendments; and includes the Land Use District Boundary Maps; and WHEREAS, after preparing each volume of the Plan and in order to encourage and insure citizen participation in this planning effort to the fullest extent possible, the Monroe County Planning Department and the Monroe County Board of County Commis- sioners has undertaken procedures to provide for the broad dissemination of all volumes of the Comprehensive Plan, provided for open discussion of the Plan, accepted written and verbal comments on the Plan, considered and responded to the public comments to the Plan, and held 60 public hearings and workshops on the Plan, after due public notice; and WHEREAS, after preparation and review of the Comprehensive Plan, public review, comment, and hearings on the Plan, it has been recommended by the local planning agency, after a public hearing in accordance with Section 163.3161, et ~ Florida Statutes, that the Monroe County Board of County Commissioners should transmit a copy of the present draft of the Monroe County Comprehensive Plan to the Florida Department of Community Af- fairs, the South Florida Regional Planning Council, and the cities of Key West, Key Colony Beach, Layton, and North Key Largo for their review and comments; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA AS FOLLOWS: 1. That the local planning agency, after public review, comment and hearings on the initial draft of the proposed plan, following due public notice, does recommend the Monroe County Comprehensive Plan to the Monroe County Board of County Commis- sioners for transmittal. 2. That the Monroe County Board of County Commissioners on this 2nd day of July, 1985, does hereby transmit to the Florida Department of Community Affairs, the South Florida Regional Planning Council, and the cities of Key West, Key Colony Beach, Layton, and North Key Largo, a copy of the Monroe County Compre- hensive Plan which has been prepared and recommended by the local planning agency; and reviewed pursuant to Section 163.3161, et ~, Florida Statutes for their review and comment over the next sixty (60) days. 3. That the Board of County Commissioners will re-evaluate the designations of Commercial Fishing Area and Commercial Fishing Village on the Land Use District Boundary Maps and will submit any changes to the Department of Community Affairs no later than July 23, 1985. 4. That the Board of County Commissioners defer the matter of the treeline along the northern boundary of Coupon Bight on Big Pine Key until after the Plan has been submitted to the State. 5. That Board of County Commissioners reserves the right to amend the Plan within the next two (2) weeks. 6. That the Board of County Commissioners prepa.re and submit final comments on commercial fishing concerns within three (3) weeks. - . 7. That it is of concern to the Monroe County Board of County Commissioners that although data generation is an ongoing process, the Board has decisions to make for which the Board does not have full and complete information at this time. 8. That the mere transmittal by the Board of County Commissioners does not imply the Plan's adoption in whole or in part by said Board at this time. 9. That the following concerns be further studied and addressed: a. A realistic cost in updating present public services and those which will be required in the future. b. The loss of tax revenue from Keys lands presently to be acquired by the Federal and State governments, and those planned to be acquired over the next few years. c. The real cost of staffing, policing and generally implementing and maintaining the Plan as it now stands. d. The loss of tax revenue because of decrease of value of many thousands of acres in Monroe County which may be caused by the present structure of the Plan. e. A more realistic list of feasible methods for raising additional tax revenue especially from those who visit Monroe County and those who will accomplish the continuing "Build-out" over the next few years. 10. That the urgency of this planning has been so pressing that the Board of County Commissioners reserves to itself the right to alter, change and/or add to the Plan as transmitted. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 2nd day of July, A.D. 1985.
