Two of the goals are to reclaim land lost to erosion and to stabilize the shoreline. Both goals will be achieved by building a verticle concrete seawall at the seaward edge of the area to be reclaimed and then backfilling it. Boulder riprap will be placed at the toe of the revetment. A total of 253 ft. of seawall will be built. Approximately 210 yd3 of fill will be placed behind the seawall with the l40f yd3 going waterward of mean high water (MEW) and 70 yd3 going landward of MHW. (The applicant's estimates appear to be a little low). The riprap will require the use of 20f yd3 of boulders, all of which will go waterward of2 MEW. The backfill will cover over approximately 1900 ft.2 (0.043 ac.) of wetlands. The seawall will be built in two sections. A 123 ft. section will face onto a residential finger canal and the remaining 130 ft. will front on a natural salt creek. The third goal of the applicant is to obtain improved boat mooring facilities. This goal will be achieved through the construction of two sections of dock along the seawall. One of the sections of dock will take the form of a six foot wide concrete cap on the canal front seawall. The cap will be cantilevered 4.25 ft. over the canal to form 135 ft. of shoreline dock (522.75 ft2). Along the section of seawall which fronts on the natural creek, a 12 ft. wide concrete dock will be built. The dock will be supported by piles on one side and by the seawall on the other. This section of dock will measure 130 ft. long (1560 ft.2). The necessary fill and other materials will be brought to the project site over upland routes. In order to reduce turbidity, the proposed fill will not be placed until after the seawall has been built. No description of turbidity control techniques that will be used during the construction of the seawall has been provided with the application. The project site is located in the Venetian Shores subdivision at the southwestern end of Plantation Key. Venetian Shores subdivision was created over a number of years by filling wetlands with the spoil from finger canals. Over ten dead-end finger canals averaging l200f ft. long were created to provide water frontage to the majority of the lots in the subdivision. Most of the canals connect to Snake Creek, which separates Plantation Key from Windley Key and provides a navigable passage between the Atlantic Ocean and Florida Bay. Snake Creek is designated as Class III, Florida Waters (Chapter 17-3.081 F.A.C.). Almost all of the subdivision is residential with an estimated one-half of the lots developed. A new draw bridge has recently replaced the old fixed span bridge where U.S. #1 crosses Snake Creek (see permit #44-37-3827). The new bridge has resulted in a noticeable increase in boat traffic on the creek. Several property owners along both sides of the passage have complained of wake induced erosion. Resolution No. Page 2 The project site is located at one of the corners formed by the intersection of one of the Venetian Shores canals with Snake Creek. A private canal front residence adjoins the east side of the project site. The canal shoreline behind this house has been developed with a seawall and dock. The lot which borders the north side of the project site has not been built on and has a shoreline which has been riprapped somewhat. The end of Milano Drive also borders the north side of the project site. One of the Venetian Shores canals runs along the south side of the project site and Snake Creek flows by the west side. The applicant's property consists of an approximately one-third acre residential lot. The elevation of most of the lot is a fairly uniform 3f ft. above MHW. Substrate on the project site consists of a mixture of crushed limestone, sand and marl. The lot is apparently occasionally mowed such that vegetation consists primarily of pioneer grasses. On the canal front (south) side of the project site an escarpment is found which drops from the upland elevation of the lot to approximately MHW. At the toe of the escarpment, a lOt ft. wide littoral zone shelf is found. The waterward edge of the shelf is at an elevation just below mean low water (MLW). Beyond the shelf, a second escarpment drops to the canal floor. Vegetation on the face of the canal front escarpment consists of a few buttonwood trees (Concarpus erecta) and Australian pines. A few small red mangrove (Rhizophora mangle) and black mangrove (Avicennia germinans) trees are found at the toe of the escarpment. Near the waterward edge of the shelf, a narrow band of turtlegrass (Thalassia testudinum) is found. Along the Snake Creek (west) side of the project site an escarpment similar to the one on the canal is found. A littoral zone shelf of varying width is found at the toe of the escarpment. Roughly the southern half of the Snake Creek shoreline is protected from erosion by a boulder revetment. The northern half of the shoreline is lacking in shoreline armor and as a result, has eroded noticeably forming a pocket. Fauna on and around the boulders is quite varied and consists of queen anglefish (Holacanthus ciliaris), damselfish (Pomacentridae), sergeant major (Abudefduf saxatilis) snapper (Lutjanus spp.), barracuda (Sphyraena sp.), beaded periwinkles and tessellate nerite snails (Nerita tessellata). The flora is equally varied, consisting of Acetabularia sp., Halimeda sp., Batophora sp., Penicillus sp., Laurencia sp. and numerous unidentified algae. The section of shoreline which is not covered by a revetment has a gravel beach at the toe of the escarpment. Apparently due to the unstable nature of the beach, very little flora is found on it. Further out where the shelf is at an elevation below MLW, a small turtlegrass bed is found. Construction related activities will result in temporally elevated levels of particulate organic compounds, turbidity and dissolved organic compounds. Once the seawall is in place, these impacts will be greatly reduced, however, no plans for controlling turbidity during construction were submitted. Without the proper use of turbidity controls during the construction of the seawall, the nearby waters are likely to be degraded below standard. The project will effectively eleiminate approximately 1900 ft.2 of wetlands. With the loss of the wetlands will be the loss of their functions of primary production, pollution filtration, habitat and shoreline stabilization. The proposed riprap should be able to partially replace some of these functions. Resolution No. Page 3 The two sections of dock will cover over 2080f ft.2 of submerged wetlands. A change to more shade tolerant vegetation under the dock is likely to result. Zoning: RU-I Introduction: This application to construct a bulkhead/dock and place fill waterward of mean high water (MHW) should be reviewed by the Board of County Commissioners pur- suant to Section 19-111(5) of Monroe County Code. Project and Site Description: The applicant proposes to construct 253 linear feet of concrete bulkhead on a corner lot to prevent erosion. The property adjoins Snake Creek on the west and a residential canal to the southeast. A twelve (12) foot wide con- crete dock is proposed along the Snake Creek shoreline and a six(6) foot wide dock is proposed along the canal shoreline. The purpose of the docks is to provide mooring for a private boat. After installing the bulkhead, 156 c.y. of crushed rock fill would be placed landward to stabilize the seawall and re- claim the eroded land. Approximately 110 c.y. of the fill will be placed waterward of M.H.W. . The lot escarpment along the Snake Creek frontage consists of loose fill and large boulders at the shoreline. Waterward, there is a littoral shelf of varying width that supports a variety of algae and sponges and several species of fish. Sparse growths of turtle grass (Thalassia testudinum) colonize the shelf's outer edge. There is sparse ~egetation along the embankment shoreline. The canal side exhibits a similar littoral shelf at the toe of the escarpment with some colonization by buttonwood (Concarpus erecta); Austrailian pine (Causarina sp.) an exotic; a few small red mangrove (Rhizophora mangle); and black mangrove (Avicehha germinaus) along the shoreline. While inspecting the site on July 28, several boats were observed traveling at high speeds in Snake Creek, A substantial wake, generated by the boats crashed repeatedly against the shoreline. The retreating water was transporting rocks, gravel and plant material from the lot embankment. The attached Plorida Department of Environmental Regulation biological report addresses this project in greater detail. Evaluation: The proposed bulkhead and fill will eliminate 0.1 acre of wetlands and their associated biological function. The applicant has three primary goals. Two of the goals are to reclaim land lost to erosion and to stabilize the shoreline. Both goals will be achieved by building a verticle concrete seawall at the seaward edge of the are'a to be reclaimed and then backfilling it. Boulder riprap will be placed at the toe of the revetment. A total of 253 ft. of seawall will be built. Approximately 210 Yd~ of fill will be placed behind the seawall with 140+ yd going waterward of mean high water (r-tHW) and 70 yd3-going landward of MHW. (The applicant's estimates appear to be~ a little low). The riprap will require the use of 20+ yd~ of boulders, all of which will go waterward of2MHW. The backfill will cover over approximately 1900 ft (0.043 ac.) of wetlands. The seawall will be built in two sections. A 123 ft. section will face onto a residential finger canal and the remaining 130 ft. will front on a natural salt creek. The third goal of the applicant is to obtain improved boat mooring facilities. This goal will be achieved through the construction of two sections of dock along the seawall. One of the sections of dock will take the form of a six foot wid~ concrete cap on the canal front seawall. The cap will be cantilevered 4.25 ft~ over the canal to form 135 ft. of shore- line dock (522.75 ft ). Along the section of seawall which fronts on the natural creek, a 12 ft. wide concrete dock will b8 built. The dock will be supported by piles on one side and by the seawall on the2other. This section of dock will measure 130 ft. long (1560 ft ). The necessary fill and other materials will be brought to the project site over upland routes. In order to reduce turbidity, the proposed fill will not be placed until after the senwall has been built. No description of turbidity control techni- ques that will be used during the construction of the seawall has been provided with the application. B. The project site is located in the Venetian Shores subdivision at the southwestern end of Plantatio~ Key. Venetian Shores subdivision was created over a n~mbcr of years by filling in wetlands with the spail from finger canals. Snake Creek is designated as Class III, Florida Waters (Chapter 17-3.081 F.A.C.). Almost all of the subdivision is resi- dential with an estimated one-half of the lots developed. A new draw bridge has recently replaced the old fixed span bridge where U.S. #l crosses Snake Creek (see permit #44-37-3827). The new bridge has resulted in a noticeable increase in boat traffic on the creek. Several property owners along both sides of the passage have complained of wake induced erosion. The project site is located at one of the corners formed by the intersection of one of the Venetian Shores canals with Snake Creek. A private canal fro~t residence adjoins the east side of the p~ojcct sit0. The canal shoreline be~i~6 this house has been developed with a seawall and dock. The lot which borders the north side of the project site has not been built on and has a shoreline which has been riprapped somE Jhat. The end of Milano Drive also borders the north side of the project site. One of the Venetian Shores canals runs along the south side of the project site and Snake Creek flows by the west side. C. The applicant's property consists of ~n approximately one- third acre residential lot. The elevation of most of the lot is a fairly uniform 3+ ft. above ~11lh'. Substrate 0::1 the project site consists of ~ mixture of crushed limestone, sand and marl.
