RESOLUTION SUPPORTING THE CITY ELECTRIC SYSTEM OF
KEY WEST IN THEIR REQUEST FOR THE CONSTRUCTION OF
A 40 MW CLOSED CYCLE OCEAN THERMAL ENERGY CONVER-
SION PILOT PLANT IN THE LOWER FLORIDA KEYS.
WHEREAS, the City Electric System of the City of Key West,
Florida, is a member of the Florida Ocean Thermal Energy Consor-
tium which was formed to respond most effectively to the Depart-
ment of Energy's program to design, construct, deploy and operate
a 40 MW Ocean Thermal Energy Conversion Pilot Plant in the lower
Florida Keys, and
WHEREAS, the Florida Keys offers the best opportunity to
interconnect ocean thermal energy generated power into the mainland
grad, and
WHEREAS, the City Electric System and surrounding areas
have the aggregate demands for 40 MW which satisfies both the
Department of Energy Ocean System Program goals and those estab-
lished at the national level by the U. S. Congress in Public
Laws 96-301 and 96-3203, and
WHEREAS, the City Electric System has initially completed
action to obtain the construction and installation of the Ocean
Thermal Energy Conversion Pilot Plant in the lower Florida Keys,
and
WHEREAS, Monroe County, in conjunction with the City Electric
System, believes that the Ocean Thermal Energy Conversion Pilot
Plant offers the most cost-effective means for the Department
of Energy to demonstrate the commercial viability of the Ocean
Thermal Energy Conversion Pilot Plant for generation and cost
saving to the customers of the City Electric System, nbw, there-
fore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, as follows:
1. That Monroe County does hereby go on record as totally
supporting the City Electric System of Key West, Florida, and
the Florida Ocean Thermal Energy Consortium in their request to

obtain funding, construction and installation of the proposed
Ocean Thermal Energy Conversion Pilot Plant Project.
2., Further, Monroe County does hereby request the State of
Florida through its Legislative delegation and Governor and the
Federal Congressional delegation to take any and all action neces-
sary to assist the City Electric System of Key West and the Florida
Ocean Thermal Energy Consortium in their request to obtain funding
and construction of the Ocean Thermal Energy Conversion Pilot
Plant in the lower Florida Keys.
3. That the Clerk of the Board is hereby directed to send
a certified copy of this resolution to the Monore County Legislative
delegation, The Governor of the State of Florida, and Monroe
County's Congressional delegation.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 7th day of April, 1981.
