RESOLUTION NO. 152-1981
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, has been issued construction permits by the Federal
Communications Commission to construct a television translator
system in Monroe County; and
WHEREAS, the Board has filed app1icatio~s with the Federal
Communications Commission to modify certain of those construction
permits; and
WHEREAS, based on the most current cost quotations and esti.
mates received by the Board, the Board estimates that the cost
of constructing the modified translator system and operating it
for three (3) months will not exceed $1,200.000.00; and
WHEREAS, construction of the translator system cannot be
commenced until after resolution of the now-pending appeal ln the
U.S. Court of Appeals by Te1e-Media Corporation of the Federal
Communications Commission's grant of the construction permits;
and
WHEREAS, the Board does intend to provide for the construction
and operation of the translator system and has the authority to do
so; and
WHEREAS, there appears to the Board to be no compelling reason
to continue to allocate translator funds in the County budget prior
to the time that construction commences; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA that the Board intends to finance the construction
and initial operation of the proposed translator system through
appropriations or through some other means such as the estab1ish-
ment of a special recreational taxing district pursuant to Florida
Statutes 418.20, and the sale of revenue bonds up to $1,500,000.00
subject to voter referendum at an election called pursuant to
Florida law; and

BE IT FURTHER RESOLVED BY SAID BOARD that the Board intends
to assure the Federal Communications Commission that there is
reasonable assurance that the translator system will be built.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 19th day of May, A.D. 1981.
