Resolution 057-1981 >. RESOLUTION NO. 57 -1981 FREREAS, the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, has received an application from J. Frederick Blitstein, Inc., and WHEREAS, in compliance with State Statute, it is necessary as part of the permitting procedure to read the following Biological Assessment into the Record, as follows: The Applicant proposes to reclaim land lost to erosion along 345 feet of shoreline on Key Colony Channel, a natural waterway. The shoreline has eroded to an irregular contour; the shoreline, after reclamation will be straight; hence the waterward extent of the fill is from 5 to b7 feet. A line of existing wood piles are located at the waterward limits of the proposed fill. Per telephone, September 28, 1978, with J. Frederick Blitstein, rock rubble, or a riprap revetment will be used to stabilize the new embankment. A total of 1500 cubic yards of fill will be placed, 100 cubic yards of which Hill be above MEW. Work will be accomplished by bulldozer and dragline. The project is located on the Coco Plum side of Key Colony Channel. Key Colony Channel is a natural waterway that has, probably, been deepened during dredging operations to build Key Colony Beach and Coco Plum Beach. Coco Plum Beach is an area developed by dredging offshore and canals with the spoil being used to enlarge the then existing land area. The substrate through- out much of the area is fill consisting of rock rubble, sand and marl. Much of the vegetation is primary colonizers such as saltbush (Baccharis sp.), railroad vine (Ipomoea pes-caprae), salt grass (Distichlis spicata)and other various forbs. Coco Plum Beach has a system of fourteen canals of which only the first three have any significant amount of development. The project site is an eroded marl embankment on the edge of a deep water channel. Uplands are approximately 4-5 feet above MLW; consist of rock and marl fill vegetated by the primary colonizers as mentioned under the above plus scattered buttonwood (Conocarpus erectus). Due to the constant scouring by boat wakes, the intertidal zone was unvegetated. Subtidal vegetation consisted of the red algae Laurencia sp. from the southeast area, northwest up to about the last 80-100 feet where Ruppia was established in the more shallow sandy zone and Laurencia sp. in the deeper zone. The first 100 feet of the site to the southeast was stabilized by riprapping. Chitons and various small fish were observed on and around the rocks. There will be no adverse impact from this project. A positive effect will be brought about by the riprap being placed creating additional habitat and stabilizing the embankment. Stabilizing the embankment will eliminate a source of silt loading on the waters. PURPOSE: This project is to be reviewed by the County Commissioners in accordance with ~onroe County Ordinance 13-1980, fill below mean high ~,Tater. DISCUSSION: Applicant proposes to place approximately 1500 cubic yards of fill along 300 feet of Key Colony Channel shoreline (1400 c.y. waterward of !fHW and 100 c.y. landward of MHW). Applicant further proposes to install a rip-rap seawall and a wooden dock along this shoreline with approximately 30 dolphin piles. The upland is comprised of previously deposited fill. The channel, according to the attached Dept. Environmental Regulation report, appears to be a natural waterway altered by dredging activity. A species list is provided in the DER report. INTENDED USE: The fill is requested to reclaim eroded land, the rip- rap seawall is to prevent future erosion. Mr. J.F.
