Ordinance 027-1976 S ORDINANCE NO . 27 -1976 AN ORDINANCE AUTHORIZING AND ENABLING THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, TO APPROPRIATE FUNDS OUT OF THE GENERAL REVENUE FUND OF THE MONROE COUNTY BUDGET FOR THE KEY WEST JUNIOR FOOTBALL LEAGUE; DESIGNATING THE METHOD OF PAYMENT AND THE PURPOSE FOR WHICH SAID FUNDS MAY BE USED BY SAID FOOTBALL LEAGUE ; PRO- VIDING FOR AN ANNUAL REPORT ON EXPENDITURES OF SAID FUNDS ; DECLARING THE FUNCTIONS OF SAID FOOT- BALL LEAGUE TO BE A COUNTY, WELFARE , RECREATIONAL AND PUBLIC PURPOSE; REPEALING ALL SPECIAL LAWS , ORDINANCES, AND RESOLUTIONS IN CONFLICT WITH THIS ORDINANCE TO THE EXTENT OF SAID CONFLICT; AND PROVIDING AN EFFECTIVE DATE . BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1. The Board of County Commissioners of Monroe County, Florida, may appropriate moneys out of the General Revenue Fund of the Monroe County Budget to the Key West Junior Football League, an association, for the purpose of conducting a football program among the youth of the community and to encourage said youth to become involved in the recreational program which will encourage physical fitness among the participants in said program. Section 2 . Any funds appropriated hereunder shall be paid to, and expended by said Key West Junior Football League for the purposes set forth in Section 1 of this ordinance. Section 3. The said Key West Junior Football League shall furnish to the Board of County Commissioners of Monroe County, Florida, an annual report documenting and setting forth any and all expenditures made under the terms of this ordinance . Section 4. The operation by the Key West Junior Football League of its football program among the youth of the City of Key West , Florida, and the funds expended therefor are hereby de- clared to be a county, welfare, recreational and public purpose as it is a vital interest of the county to provide for the recrea- tional and physical fitness for the young people . Section 5 . All special laws , ordinances , resolutions , rules and regulations in conflict herewith are hereby repealed to the extent of said conflict. -2- Section 6. This ordinance shall take effect upon receipt of the official acknowledgment from the Department of State acknow- ledging receipt of certified copy of this ordinance and that said ordinance has been filed in said office.
