ITEM RACKGROUND: Ocean Reef Club, IIlC., which is the member-owned owner/operator of a grea(;ajorlly -~f Ihe Ocean Reef n~sorts facilities, has asked the Growlh Management Division and its Building Department. to investigate ways to improve its pennitting services to this remole area of Key Largo. Specifically, the Club is abouI to embark upon severnl commercial conSlI'Uctioll projects this swnmer, which the Club of'ficers would like to see, expedited during the off-season. Unf0l1\tllately, the distance of the Ocean Reef from the County's Plantation Key oflices and vacancies in key Building Department positions would make it very difficult for the County to be able to facilitate a fast-track plan and inspection approval process dul"ing the off-seMon summer, Under Chapter 468, Florida Statutes, the County may hire a qualified finn or individuals to perform building constrUction il'lspec'ion~ llnd building plans reviews. In fact, the County already 1\1.\ s\lch an agreement with a professional engineer to do construction inspection services for the Hawks Cay developments. Under Ihis agreement the engincer works for the County, submits inspection reports and invoices the county Building Department. He is paid by the County out of funds Ilrovided by Hawks Cay, which pays the County an additional five percent of tbe invoiced amount for reimbursement of administrative costs. The Growth Management Division staff is preparing a leuer of Understanding with Ocean Reef, Inc., outlining the specific contract services 10 be provided l\nd conditions for delivery of the services. Once an understanding is rcachcd, the Duilding Department, under the purcbl\sing authority granted to the Growth Management Division Director, will solicit price quotes and leUers of intel'est from qUl\1ified firms to do plans review services. [It is esliml\ted that these services will be well below $10,000,] ^ fttl' a competitive selection process, the Division Director will authorize the issuance of a purcha.'le order for the top- ranked finn. As for construction inspection 'services, the Building Department will solicit a Request for Qualifications (RFQ) fr(lm professional engineers and architects in Monroe County and South Florida. Once the Growth Management Director and Building Ofticial have reviewed the responses, they will negotiate a proposed agreement with tbe top ranked firm/individual. '111e Board of County Commissioners will then be asked to approve the proposed agreement negotiated between the Growlh Management Division staff and top-ranked firm.
