A RESOLUTION ASKING FOR PERMISSION TO EFFECT A VOTER
REFERENDUM TO CREATE THE VILLAGE OF THE LOWER KEYS TO
INCLUDE SUMMERLAND KEY, CUDJOE KEY, RAMROD KEY,
SUGARLOAF KEY, SADDLEBUNCH KEY AND THE TORCH KEYS
WHEREAS the current request to the Florida State Legislature for permission to
effect a voter referendum to create the "Village of the Lower Keys" includes only
Summerland Key, Cudjoe Key, Ramrod Key, an~ the Torch Keys, and...
WHEREAS the residents of SugarloafKey and Saddle Bunch Keys desire to be
included in the area proposed for the incorporation vote, and...
WHEREAS the inclusion of Sugarloaf and Saddlebunch Keys will increase the
population and the fmancial strength of the proposed Village, and.. .
WHEREAS the present request for a referendum acknowledges that SUiarloaf
and Saddlebunch Keys should be included in the proposed Village by a provision for a
subsequent vote for annexation, and.. . ·
WHEREAS all the people contemplated to become citizens of the proposed
Village should be given an equal opportunity to vote for or against the proposal, and...
WHEREAS, under the legislation as presently drafted, votc;rs in Sugarloaf and
Saddlebunch Keys will be offered only the single choice of accepting or rejecting
annexation with the already constituted Village after its creation and will have no
opporrw1ity to participate in its organization and formation or to vote in the election of its
Mayor, and...
WHEREAS the unnecessary costs for the conduct of an election for annexation
and an election of commissioners to represent the annexed district should be avoided,
and...
WHEREAS a basic concept of a democratic government is to give people an
equal opportunity to vote to detennine their own destiny....
We, the MOJU'oe County Board ofCo.mmissioners, urge the Florida State
Legislature to take all appropriate steps to include Sugarloaf and Saddlebunch Keys in
the proposed vote for incorporation of the Village of the Lower KtlYs.
