Ordinance 004-1990 ~ .-' Commissioner Mike Puto ORDINANCE NO. 004 - 199 0 L ~ z: AN ORDINANCE OF THE BOARD OF COUNTY COMMIS- SIONERS OF MONROE COUNTY, FLORIDA, AMENDING THE BUILDING CODE AND PROVIDING THAT CERTAIN BUILDINGS BE REQUIRED TO HAVE HURRICANE SHUTTERS; PROVIDING FOR SEVERABILITY; PROVID- ING FOR REPEAL OF ALL ORDINANCES INCONSISTENT HEREWITH; PROVIDING FOR INCORPORATION INTO THE MONROE COUNTY CODE; AND PROVIDING AN .EFFECTIVE DATE. c. (', c (~ L., C - -:-: 00 d: .- , ::Jo., - C- \..;....1 -; _.- 0:: Z ~ :;:: ~ WHEREAS, the failure of glazed areas has been one of the Li.., most frequent building component damages observed during a hurricane; and WHEREAS, the most frequently used method of protecting glazing is the installation of shutters designed to resist impact forces; now, therefore, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that: Section 1. II This ordinance will be incorporated into Section 16-16(7) Amendments to Standard Building Code - Appendix D - Hurricane Requirements. Section 2. Short Title County Hurricane Shutter Ordinance." This ordinance shall be identified and cited as the, "Monroe / I Section 3. ... ... Requirements Hurricane shutters will be required for all new con- struction, and all existing structures that are undergoing substantial improvements as defined by Monroe County Code Section 9.5-4 (S-18) Section 4. Specifications rn'L.._ r "'1 1. Shutter requirements for all glass areas (except skylights, attriums, full enclosures, etc.) shall be specified on the drawings submitted for permit. As a minimum requirement, shutters can be removable panels of 1/2" exterior plywood (or equal material) individually cut to size and permanently identified as to the glass area each panel will protect. 2. All structures shall have architect/engineer approved fastening devices which must be specified on the plans and permanently installed on the structure during construction. These fasteners will facilitate the installation and removal of the panels. 3. Prior to the issuance of a Certificate of Occupancy (and as part of the final building inspection), physical verification of the installation of the fasteners together with the availability of the shutters will be required. This shall only affect permits issued after the effective date of this Ordinance. 4. These requirements are a minimum and all property owners are encouraged to consider the hurricane shutter specifications in Section B. 5. The foregoing shall not constitute development. B. County or State Buildings (owned or leased): New construction, or substantial improvement construction. 1. Shutter requirements for all glass areas (except skylights, attriums, full enclosures, etc.) shall be specified on the drawings submitted for permit. 2. As a minimum requirement, shutters must be aluminum (or an acceptable alternative), be permanently installed 4. All frames and louvers shall be a minimum of .025" thick 3005-H26 roll formed aluminum (or equal). All inserts shall be 6063-T6 extruded aluminum a minimum .062" thick (or machine screws or pop rivets aluminum alloy 2024-T4 (or equal). All headers, tracks and other metal extrusions shall be anodized aluminum alloy 6063-T5 (or equal). All rollers and guides shall be nylon (or equal). 5. Shutters shall be electrostatically painted with modified acrylic/polyester enamel applied over properly pre-treated aluminum and baked at 350 degrees F. Finish must comply with ASTM and AAMA 603.8 standards. 6. Shutters shall be erected in accordance with manufacturers' shop drawings; as approved by the architect/engineer of record. Any proprietary shutter system specified by the architect/engineer must have been previously approved by the SBCCI, the Metro-Dade Products Control or any other similarly approved products control agency. Section 5. If any section, subsection, sentence, clause or provision of this Ordinance is held invalid, the remainder of this Ordinance shall not be affected by such invalidity. Section 6. All ordinances or parts of ordinances in conflict with this Ordinance are hereby repealed to the extent of said conflict. Section 7. The provisions of this Ordinance shall be included and incorporated in the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to conform to the uniform _.._'L.__':__ ____......... _ ,....
