A Workshop of the Monroe County Board of County Commissioners convened at 10:00
A.M, at the Key Largo Library. Present and answering to roll call were Commissioner Charles
"Sonny" McCoy, Commissioner Sylvia Murphy, Commissioner George R. Neugent,
Commissioner Dixie M. Spehar and Mayor Mario DiGennaro. Also present at the meeting were
Thomas Willi, County Administrator; Danny L. Kolhage, Clerk; County Staff, members of the
press and radio; and the general public.
WORKSHOP TO DISCUSS KEY ISSUES WITH THE ADMINISTRATION
Mobile Home Redevelopment Moratorium - The following individuals addressed the
Board: Robert Cintron, representing mobile home owners; Mike Cunningham, representing
Lucky's Landing, Inc.; David Van Loon representing Lucky's Landing, Inc.; and Bill Loewy.
Drew Trivette, Acting Growth Management Director discussed the matter.
Sunshine Law Presentation - Mark E. Kohl, State Attorney gave a Sunshine Law
Presentation. Suzanne Hutton, County Attorney discussed the matter.
Legislative Budget Proposal and estimated impact on Monroe County - Sal Zappulla,
Division Director Office of Management & Budget gave a presentation and discussed the
document entitled: Current Property Tax Proposals - Worst Case Scenarios. Said document is
incorporated herein by reference.
Marathon Library - Commissioner Spehar discussed building improvements and funding
concerning the library.
Tom Willi, County Administrator discussed a resolution to the Governor and Legislation
concerning sewer funding. The Board directed Mr. Willi to send a letter to the Governor and the
Legislation.
ITEMS PRESENTED BY BOCC FOR DISCUSSION
Mayor DiGennaro discussed the Board's workshops and meeting locations.
Commissioner Neugent discussed wastewater funding and the Key Largo Wastewater
District's State mitigation efforts.

There being no further business, the meeting of the Board of County Commissioners was
adjourned.
