06/06/2007 Workshop/Closed Session 120 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Workshop/Closed & Limited Special Session Meeting Board of County Commissioners Wednesday, June 6, 2007 Key West, Florida A Workshop/Closed & Limited Special Session Meeting of the Monroe County Board of County Commissioners convened at 9:00 A.M., at the Harvey Governrnent Center. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Sylvia Murphy, Commissioner George R. Neugent, Commissioner Dixie M. Spehar and Mayor Mario DiGennaro. Also present at the meeting were Thomas Willi, County Administrator; Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; County Staff, members ofthe press and radio; and the general public. CLOSED SESSION The Closed Executive Session of the Board of County Commissioners in the matter of Thomas Collins et al. v. Monroe County, CA M 04-379 was canceled. WORKSHOP MEETING Bob Shillinger, Chief Assistant County Attorney addressed the Board. Motion was made by Commissioner McCoy and seconded by Commissioner Spehar allowing public speakers to address the Board. Motion carried unanimously. Mr. Willi discussed the following key issues with the Board concerning the Capital Plan budget for Fiscal Year 2008 and beyond, as follows: Capital plan budget for fiscal year 2008 and beyond. This includes prioritization/discussion ofthe Revenues and projects budgeted in the Road and Bridge Fund, (102); Impact Fee Funds (130-136), and the One Cent Infrastructure Sales Tax Fund (304), and the 2003 Revenue Bond Proceeds Fund (307). The Board discussed the capital program shortfall and direction to staff; the document entitled Monroe County Board of County Commissioners - Capital Plan Discussion, June 6, 2007 Workshop, and the document entitled Capital Program Analysis. Said document is incorporated herein by reference. Tom Willi, County Administrator discussed the item. The following individuals addressed the Board: Honorable Chief Judge Sandra Taylor; Honorable Judge Ruth Becker; Bradley Nowack, Attorney Franklin Greenman, and Joannie Nelson. 121 Michelle Wisneiwski of the Florida Keys Council for People with Disabilities introduced Attorney Marc Dubin, Director of Advocacy - Centers for Independent Living ofBroward and South Florida, who made a presentation before the Board concerning the American Disabilities Act and the Rehabilitation Act - Rights and Responsibilities. Special Note: This meeting was signed by individuals of Sign Language Associates, Inc. Dave Koppel, County Engineer discussed the document entitled Monroe County Engineering Division BOCC Workshop Presentation, June 6, 2007 - Fund 102 Roads and Bridges.
