A Special Meeting of the Monroe County Board of County Commissioners
convened on the above date at 9:00 A.M., at the Marathon Govemment Center. Present
and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner
Sylvia Murphy, Commissioner George R. Neugent, Commissioner Dixie M. Spehar, and
Mayor Mario DiGennaro. Also present were Danny L. Kolhage, Clerk; Isabel C.
DeSantis, Deputy Clerk; Suzanne Hutton, County Attorney; County Attorney; Thomas
Willi, County Administrator; County Staff, members of the press and radio; and the
general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections or Deletions made to the Agenda.
FISCAL YEAR 2008 BUDGET MEETING
Tom Willi, County Administrator and Sal Zappulla, Division Director Budget and
Finance were present throughout the day for each County Division budget presentation.
The following public speaker addressed the Board: Jackie Harder, representing
the Key Largo Chamber of Commerce read a letter into the record on behalf of Michael
Shipley, Chairman of the Key Largo Chamber of Commerce Board.

FIRE & AMBULANCE DISTRICT 1
BOARD OF GOVERNORS
The Board of Governors for the Fire and Ambulance District I convened. Present
and answering to roll call were Commissioner George Neugent, Commissioner Sylvia
Murphy, aad Mayor DiGennaro. Absent were Councilman William Dilley and
Councilman Norman Anderson.
Gary Boswell, Battalion Chief and Susan Hover, Administrative Assistant
presented the proposed budget request for Fiscal Year 2008. Tom Will, County
Administrator discussed fire hydrant maintenance and budget issues. The following
public speaker addressed the Board: Kathy Wheeler.

AIRPORT SERVICES
KEY WEST & MARATHON
Peter Horton, Airports Director and Reggie Paros, Florida Keys Marathon Airport
Manager presented the proposed budget request for Fiscal Year 2008.
HOUSING & COMMUNITY DEVELOPMENT
Reggie Paros, Division Director Housing & Community Development presented
the proposed budget request for Fiscal Year 2008.
MEDICAL EXAMINER
Reggie Paros, Division Director Housing & Community Development presented
on behalf of Dr. Michael Hunter the proposed budget request for Fiscal Year 2008.
COUNTY ATTORNEY
Suzaune Hutton, County Attorney presented the proposed budget request for
Fiscal Year 2008.
GROWTH MANAGEMENT
The following public speakers addressed the Board: Burke Cannon, representing
the Island of Key Largo Federation of Homeowner's Association and Kay Thacker.
Andrew Trivette, Division Director Growth Management presented the proposed budget
request for Fiscal Year 2008.
SHERIFF
The following public speakers addressed the Board: Burke Cannon, representing
the Island of Key Largo Federation of Homeowner's Association. Sheriff Richard D.
Roth presented the proposed budget request for Fiscal Year 2008. Sheriff Roth then
informed the Board that his commitment to continue to retain the four (4) flight nurse
positions including benefits with funding to be provided from the Sheriffs Asset
Forfeiture Fund cannot be done.

The following public speakers addressed the Board: Diane Flenard, representing
the MARC House; and George Born, representing the Historic Florida Keys Foundation.

BUDGET DISCUSSION
The Board discussed the proposed Fiscal Year 2008 budget, the State's mandate
for propl~rty tax relief and its impact to the County's budget, and wastewater funding.
Dawn Aker, Project Manager to the County Administrator discussed the possible
award of a grant to obtain a fire truck.
Sal Zappulla, Division Director Budget & Finance announced the tentative Fiscal
Year 2008 roll-back millage rates and percentage increases over roll-back rates. Said
document is incorporated herein by reference. Mr. Zappulla then announced the Public
Hearing dates, times and places to consider and adopt the budget and millage rates for
Fiscal Year 2008:

Motion was made by Commissioner Spehar and seconded by Cornmissioner
McCoy to notify the Property Appraiser ofthe proposed Millage rate for TRIM notice.
Motion carried unanimously.
There being no further business, the meeting of the Board of County
Commissioners was adjourned.
