03/11/1999 Regular - 99/89 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Regular Meeting Board of County Commissioners Thursday, March 11, 1999 Marathon, Florida A Regular Meeting of the Monroe County Board of County Commissioners convened at 9:00 a.m., on the above date, at the Marathon Government Center. Present and answering to roll call were Commissioner Shirley Freeman, Commissioner George Neugent, Commissioner Mary Kay Reich, Commissioner Nora Williams, and Mayor Wilhelmina Harvey. Also present were Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; James T. Hendrick, County Attorney; James Roberts, County Administrator; County Staff, members of the Press and Radio; and the general public. All stood for the Invocation and Pledge of Allegiance. MISCELLANEOUS William M. Daniels, Chairperson of the Monroe County Affordable Housing Joint Task Force presented task force recommendations to the Board. The Board accepted public input with the following individuals addressing the Board: Joel Rosenblatt, P.E., Capt. Mills, Michael B. Ingram, Chairman of the Monroe County Tourist Development Council; Debra Harrison, representing the World wildlife Fund; Mike Desparte, Department of Community Affairs Planning Manager for the Florida Keys; Art Kara, City of Key West Mayor Sheila Mullins; Ken Carter, Bill Cobb, representing Cardinal Investment, and Robert Schneider, representing the Big pine Key civic Association. Commissioner williams requested that the Special Meeting scheduled for April 5, 1999 at 9:00 A.M. at the Marathon Government Center and the Public Hearings with the Governor's Office and the Department of Community Affairs on April 6, 1999 at the Key Largo Library from 7:30 P.M. - 9:30 P.M.; April 7, 1999 at the Marathon Government Center from 7:00 P.M. - 9:00 P.M.; and April 8, 1999 from 7:00 P.M. - 9:00 P.M., concerning the Comprehensive Plan Rule Change, be televised on cable Channel 16. The Board agreed. - Mr. Daniels read into the record a letter from Representative Ken Sorenson, Ph.D dated March 11, 1999, to The ~ 99/90 Honorable Jeb Bush, Governor concerning the final recommendations of the Affordable Housing Joint Task Force. County Administrator James Roberts and Acting Growth Management Director Tim McGarry addressed the Board. After discussion, motion was made by Commissioner Freeman and seconded by Commissioner Reich requesting the Land Authority Advisory Committee to review the issue of affordable housing for any recommendations and to remind the Advisory Committee that one of the tasks of the Land Authority is to address Affordable Housing. Roll call vote was taken with the following results: Commissioner Freeman Yes Commissioner Neugent No Commissioner Reich Yes Commissioner williams Yes Mayor Harvey Yes Motion carried. ~ The Board agreed to have the County Attorney prepare a letter for the Mayor's signature in regards to the March 11, 1999 letter from Representative Ken Sorenson, Ph.D to Governor Jeb Bush, concerning the final recommendations of the Affordable Housing Join Task Force. MANAGEMENT SERVICES County Administrator James Roberts and John Carter, Senior Director - Office of Management & Budget gave a slide presentation and discussed with the Board historical trends and major budget issues to the BOCC in preparation for the Fiscal Year 2000 budget. Mayor Ron Levy representing Islamorada, Village of Islands and himself; and Robert Schneider, representing Big pine Key civic Association addressed the Board. MISCELLANEOUS BULK APPROVAL Motion was made by Commissioner Freeman and seconded by Commissioner Neugent granting approval to advertise for janitorial services at Jackson Square, inclusive of increasing service from two (2) to three (3) nights per week to the interior offices; and authorized for the current contractor, Island Angles, Inc., to continue providing services at the existing frequency on a month to month basis until bidding procedures and ,-- contract execution is accomplished and awarded. Motion carried unanimously. - 99/91 MANAGEMENT SERVICES John Carter, Senior Director - Office of Management & Budget and County Administrator James Roberts made a presentation to the Board of the preliminary estimated personnel and cost impacts as a result of the possible incorporations of Marathon and Key Largo. County Attorney James T. Hendrick; Capt. Mills, representing the Keys Wide civic Association and Gordon A. West, representing Sugar loaf Shores Property Owners addressed the Board. COMMISSIONERS' ITEMS Commissioner Neugent indicated to the Board that Agenda item P.18, continued from yesterday's meeting, concerning the efforts of the Boot Key Harbor Committee/Marathon Economic Development Council Committee be withdrawn from the agenda. .-- There being no further business to come before the Board, the meeting was adjourned.
