A Special Meeting of the Monroe County Board of County
Commissioners convened at 10:00 A.M., on the above date, at the
Harvey Government Center at Historic Truman School. Present and
answering to roll call were Commissioner Shirley Freeman,
Commissioner George Neugent and Commissioner Nora Williams.
Mayor Wilhelmina Harvey arrived later in the meeting. Also
present were Danny L. Kolhage, Clerk; James T. Hendrick, County
Attorney; James Roberts, County Administrator; County Staff,
members of the press and radio; and the general pUblic.

DISTRICT #1
LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT
BOARD OF GOVERNORS
The Board of Governors of District #1 Lower and Middle
Keys Fire and Ambulance District convened. Present and answering
to roll call were Commissioner Shirley Freeman, Commissioner Nora
Williams, Commissioner George Neugent, and Chairman Yvonne
Harper. Absent was Commissioner Art French.
Public Safety Director Reggie Paros addressed the Board
and provided budget information that had been previously
requested by the Board on July 26, 1999. Ross Willman, EMS
Training Coordinator and Acting Director of Fire Rescue addressed
the Board. The following individuals also addressed the Board:
Chief Michael H. Puto, and representing the Monroe County Fire
Chief's Association; Robert Burley, representing Tavernier Fire
and Rescue; Thomas P. Cullen, and Brenda Beckmann, representing
the Key Largo Volunteer Ambulance Corp.

Motion was made by Commissioner Williams and seconded
by Commissioner Neugent to advise the Property Appraiser of the
proposed millage rate in the amount of 1.5280 and the current

year rolled-back rate for District I Lower and Middle Keys Fire
and Ambulance District and setting the following dates, times and
places of the public hearings in September, 1999:

Roll call vote was unanimous, with Commissioner French not
present.

Motion was made by Commissioner Williams and seconded
by Commissioner Freeman to request Staff to provide the Board
with each and every detail of options for cost savings in
District I between now and the Public Hearings in September.
Roll call vote was unanimous, with Commissioner French not
present.
There being no further business, the meeting of the
Board of Governors of District #1 Lower and Middle Keys Fire and
Ambulance District motion was made by Commissioner Williams and
seconded by Commissioner Neugent to adjourn the meeting. Motion
carried unanimously.

The Board of County Commissioners reconvened with all
Commissioners present.
Mayor Harvey arrived at the meeting.
Motion was made by Commissioner Williams and seconded
by Commissioner Neugent to advise the Property Appraiser of the

attached millage sheet) and setting the following dates, times
and places of the public hearings in September, 1999:
