09/04/1997 Special 97/218 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Thursday, September 4, 1997 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05 p.m., on the above date, at the Key Largo Library. Present and answering to roll call were Commissioners Shirley Freeman, Jack London, Mary Kay Reich and Mayor Keith Douglass. Absent was Commissioner Wilhelmina Harvey. Also present were Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; James Hendrick, County Attorney; James Roberts, County Administrator; County Staff, members of the Press and Radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS AND DELETIONS Motion was made by Commissioner London and seconded by Commissioner Freeman granting approval of Additions, Corrections and Deletions to the Agenda. Motion carried unanimously. PUBLIC HEARING A Public Hearing was held concerning the proposed Fiscal Year 1998 Residential Solid Waste Collection, Disposal and Recycling Rates. Solid Waste Director, Clark Lake addressed the Board. There was no public input. Motion was made by Commis- sioner London and seconded by Commissioner Freeman to continue the item to the next Public Hearing scheduled for September 11, 1997 at The Harvey Government Center at Historic Truman. Motion carried unanimously. A Public Hearing was held concerning the proposed Fiscal Year 1998 Commercial Solid Waste Collection, Disposal and Recycling Rates. There was no public input. Motion was made by Commissioner Reich and seconded by Commissioner London to contin- ue the item to the next Public Hearing scheduled for September 11, 1997 at The Harvey Government Center at Historic Truman. Motion carried unanimously. 97/219 COUNTY ADMINISTRATOR'S PRESENTATION County Administrator, James Roberts made a presentation to the Board concerning the 1998 Millage Rates - Tentative Budget. (Said schedule is attached hereto). Solid Waste Director, Clark Lake updated the Board on the refining of the recycling program. * * * * * DISTRICT #1 LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors of District #1 Lower and Middle Keys Fire and Ambulance District convened. Present and answering to roll call were Commissioner Shirley Freeman, Commissioner Art French, Commissioner Jack London and Chairman Keith Douglass. Office of Management and Budget Director, John Carter announced the District 1 tentative roll-back millage rate and percent increase over rollback. Public Safety Director, Reggie Paros and County Administrator, James Roberts addressed the Board. Mr. Hal Heim addressed the Board. Motion was made by Commissioner Freeman and seconded by Commissioner French to approve the following Resolution adopting the Tentative Millage Rate for Fiscal Year 1998. Motion carried unanimously. RESOLUTION NO. 295-1997 See Res. Book No. 135 which is incorporated herein by reference. Motion was made by Commissioner French and seconded by Commissioner London to approve the following Resolution adopting the Tentative Budget Fiscal Year 1998. Motion carried unani- mously. RESOLUTION NO. 296-1997 See Res. Book No. 135 which is incorporated herein by reference. Motion was made by Commissioner London and seconded by Commissioner French to continue the District 1 Board of Governors amendments to the Tentative Fiscal Year 1998 Budget to the September 17, 1997 meeting. Motion carried unanimously. There being no further business, the meeting of the Board of Governors of District #1 Lower and Middle Keys Fire and 97/220 Ambulance District adjourned. * * * * * The Board of County Commissioners reconvened with all Commissioners present. Office of Management and Budget Director, John Carter announced the tentative millage rates, tentative roll-back millages rates and percentage increases over roll-back rates. The Board accepted public input concerning the Tenta- tive Fiscal Year 1998 Monroe County Budget. The following individuals addressed the Board: Ron Levy representing the Citizens for Village Government; Mary Casanova, representing the Literacy Volunteers of America - Monroe County, Inc.; Katherine Dew, Friends of Library Volunteers; Joan R. Mowery, representing the Gulfstream Shores Homeowners Association; Paul C. Morrow, board member of Friends of the Key Largo Library; Chris Fleming, Ron Mobley, representing the Key Largo Fire Department; Eugene Paxton, Carol Paxton and Linda Yorde. Community Services Direc- tor, Peter Horton also addressed the Board. Motion was made by Commissioner Reich and seconded by Commissioner London to approve the following Resolution adopting the Tentative Millage Rates for Fiscal Year 1998. Motion carried unanimously. RESOLUTION NO. 297-1997 See Res. Book No. 135 which is incorporated herein by reference. Motion was made by Commissioner Reich and seconded by Commissioner London to approve the following Resolution adopting the tentative budget for Fiscal Year 1998. Motion carried unanimously. RESOLUTION NO. 298-1997 See Res. Book No. 135 which is incorporated herein by reference. Motion was made by Commissioner London and seconded by Commissioner Reich granting approval of the document entitled Budget Adjustment - Proposed Fiscal Year 1998 Budget by James L. Roberts, County Administrator. Motion carried unanimously. Motion was made by Commissioner Reich and seconded by Commissioner Freeman granting approval of the announcement of the Public Hearing for final adoption of the Fiscal Year 1998 millage rates and budget as 5:05 p.m., September 17, 1997 at the Marathon Government Center, Marathon, Florida. Motion carried unanimous- ly. 97/221 COMMISSIONERS' ITEMS Motion was made by Commissioner London and seconded by Commissioner Reich to adopt the following Resolution concerning the feasibility of developing public aquatic facilities in the Upper Keys.
