OF THE MONROE COUNTY
BOARD OF COUNTY COMMISSIONERS
Special Meeting
Board of County Commissioners
Tuesday, January 31, 1995
Marathon Government Center
A Special Meeting of the Monroe County Board of County
Commissioners convened at 5:00 p.m., on the above date, at the
Marathon Government Center. Present and answering to roll call
were Commissioners Keith Douglass, Wilhelmina Harvey, Jack
London, Mary Kay Reich and Mayor Shirley Freeman. Also present
were Danny L. Kolhage, Clerk; Randy LUdacer, County Attorney;
James Roberts, County Administrator; Fine Arts Council members
Ann Lynch, Ray DiMarco, Marshal Wisehart, Dick Drake, and
Attorney Nathan Eden representing the Monroe County Fine Arts
Council. County Staff, members of the Press and Radio; and the
general public.
All stood for the Invocation and Pledge of Allegiance.
Attorney Al Frigola addressed the Board concerning a
proposed settlement of the Holiday Isle code enforcement cases.
Motion was made by Commissioner London and seconded by
Commissioner Reich granting approval of the attorney's proposed
settlement of the Holiday Isle Code Enforcement cases as follows:
1. Holiday Isle agrees to immediately pay $100,000.00
to the County, plus attorney's fees and costs.
Said attorney's fees will be in accordance with
the contract between Monroe County and the firm of
Frigola, DeVane, Wright and Dorl, P.A.
2. Holiday Isle will obtain after-the-fact permits
within 90 days; should there be D.C.A. review, the
90 day period will be tolled during that review.
3. If permits cannot be obtained, Holiday Isle will
apply for demolition permits, and proceed with
demolition of the un-permitable structures. If
Holiday Isle fails to pursue demolition, the
County will petition the Court to proceed with the
demolition, charging Holiday Isle for the
associated costs.
Roll call vote was unanimous.

Motion was made by Commissioner London and seconded by
Commissioner Harvey to approve the following:
Board granted approval of Commissioner Harvey's
appointment of Burnette stewart and Marci L. Rose to the
Commission on the status of Women.
Board granted approval of Commissioner Harvey's
appointment of Thomas L. Hambright to the Sesquicentennial
Committee.
Board granted approval to solicit Request for Proposals
for a Tax Anticipation Note for the Jolly Rogers Estates, in an
amount not to exceed $12,000.00.
Board granted approval to solicit Request for Proposals
for a Tax Anticipation Note for the Cudjoe Gardens Municipal
Culvert District, in an amount not to exceed $22,000.00.
Motion carried unanimously.
FINE ARTS COUNCIL WORKSHOP
The Board proceeded with a discussion of the Fine Arts
Council. Following comments from the County Commission and the
Fine Arts Council members present, the following individuals
addressed the Board: John Dick, Michelle Yasquez, Tim Green,
T.D.C. member, Nancy Holtkamp, Kim Northrop, Robert Weil, Diane
Tolbert Covan and Rebecca Huba.
Motion was made by Commissioner Harvey to enlarge the
Fine Arts Council by the appointment of Ad Hoc members. During
discussion, the motion was withdrawn.
Motion was made by Commissioner Harvey and seconded by
Commissioner Reich not to dissolve the Monroe County Fine Arts
Council; to accept an invitation from the head of the South
Florida Cultural Consortium to meet with the County concerning
the Fine Arts Council; and extending an invitation to the
Consortium to hold their four-county meeting in Monroe County in
April of 1995. Roll call vote was unanimous.
Motion was made by Commissioner London and seconded by
Commissioner Harvey authorizing the Clerk to process County
funding for payment of the salary of the secretary of the
Council, rent, telephone, and miscellaneous office expenses.
Roll call vote was unanimous.

There being no further business to come before the Board, the
meeting was adjourned.
