A Special Meeting of the Momoe County Board of County Commissioners
convened at 5:05 P.M., at the Key Largo Library. Present and answering to roll call were
Commissioner Charles "Sonny" McCoy, Commissioner Sylvia Murphy, Commissioner
George R. Neugent, Commissioner Dixie M. Spehar and Mayor Mario DiGennaro. Also
present at the meeting were Roman Gastesi, County Administrator; Suzanne Hutton,
County Attorney; Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; County
Staff, members of the press and radio; and the general public.
FIRE & AMBULANCE DISTRICT 1
BOARD OF GOVERNORS
The Board of Governors for the Fire and Ambulance District I convened. Present
and answering to roll call were Commissioner Sylvia Murphy, Commissioner George
Neugent, Mayor Mario DiGennaro, Councilman William Dilley, and Chairman Norman
Anderson.
The Board accepted public input for the District 1 Tentative Fiscal Year 2009
Budget There were no public speakers.
Tina Boan, Sr. Budget Director announced the District 1 Tentative Roll-Back
Rate & Percent over the Roll-Back Rate. Said document is attached hereto.
Motion was made by Commissioner Neugent and seconded by Mayor DiGennaro
granting approval of the following Resolution adopting the final Millage Rate for Fiscal
Year 2009. Roll call vote was unanimous.

Motion was made by Commissioner Murphy and seconded by Chairman
Anderson granting approval of the following Resolution adopting the final Budget for
Fiscal Year 2009. Roll call vote was unanimous.

BUDGET PUBLIC HEARINGS
Tina Boan, Sr. Budget Director announced the tentative Millage Rates for Fiscal
Year 2009. Said document is attached hereto.
Roman Gastesi, County Administrator referred the Board to the document entitled
Monroe County BOCC Final Public Hearing Fiscal Year 2008 - 2009 Millage and
Budget dated September 29, 2008, by Roman Gastesi, County Administrator, Key Largo,
Florida. Said document is incorporated herein by reference.
The Board accepted public input for the Tentative Fiscal Year 2009 Budget. The
following individual addressed the Board: Katrina Lavene, representing the Key Largo
Chamber of Commerce.
Motion was made by Commissioner Spehar and seconded by Commissioner
McCoy approving the document entitled Monroe County BOCC Final Public Hearing
Fiscal Year 2008 - 2009 Millage and Budget dated September 29, 2008, by Roman
Gastesi, County Administrator, Key Largo, Florida. Roll call vote was unanimous.
Tina Boan, Sr. Budget Director announced the amended Roll-Back Millage Rates,
Percentage Increases over the Roll-Back Rates and final Millage Rates for Fiscal Year
2009. Said document is attached hereto.

for Fiscal Year 2009. Roll call vote was unanimous.

Roman Gastesi, County Administrator discussed details of a trip scheduled for
tomorrow to travel to Tallahassee, Florida in which he will be attending along with
Mayor DiGennaro, Commissioner Neugent, Derek Howard, Assistant County Attorney;
and Drew Trivette, Growth Management Director to appear before the Administration
Commission to discuss the Department of Community Affairs' Revised Year 10 Annual
Assessment Report for the Florida Keys Area of Critical State Concern.
There being no further business of the Board, the meeting was adjourned.
