Wednesday, December 20, 2002
Duck Key, Florida
A Special Meeting of the Monroe County Board of County Commissioners convened at
11:20 A.M., on the above date at Hawk's Cay Resort. Present and answering to roll call were
Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner George
Neugent, Commissioner David P. Rice, and Mayor Dixie Spehar. Also present were Danny L.
Kolhage, Clerk; James Roberts, County Administrator; Timothy McGarry, Director, Growth
Management Division; County Staff, members of the press and radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
This meeting was called for the purpose of meeting with Representative Ken Sorensen and
representatives of other agencies and organizations concerning the flow of federal funding to
Monroe County for wastewater projects. The following people were present at the meeting: Art
Estopinan, Chief of Staff, and Alex J. Cruz, Press Secretary for Representative Ileana
Ros-Lehtinen.
The following individuals introduced themselves to the Board: Kathleen Fisher with the
Department of Health; Charles Baldwin, Village Manager Islamorada; Anna Maria Rodriguez,
with Robert McInnis Associates; Andy Tobin, Chairman of the Key Largo Wastewater Board;
Richard Harvey, Director of the US EPA Office; Mike Collins, representing South Florida Water
Management District; Cecelia Weaver, Manager of the Keys Office for the Water Management
District; Nancy Klinger, Florida Keys Department Manager for the US Conservancy; Debbie
Gartenheim, Florida Keys Rescue World Wildlife Conservation; a representative from City of Key
Colony Beach; Laura Todd, with Representative Ken Sorensen's Office; Ken Sorensen, State
Representative; Alex Cruz, Press Secretary for Congresswoman Ros-Lehtinen; David Fernandez,
Utility Inspector City of Key West; John Bartus, Mayor City of Marathon; Tim McGarry,
Director of Growth Management for Monroe County; Jim Roberts, Monroe County
Administrator; Dixie Spehar, Mayor of Monroe County; Commissioner Murray Nelson,
Commissioner Dave Rice, Commissioner George Neugent, Commissioner Charles "Sonny"
McCoy; and Danny Kolhage, Clerk of the Board.
The Board then proceeded to discuss various aspects of the anticipated federal funding for
wastewater projects in Monroe County.
There being no further business to come before the Board, the meeting was adjourned.
