08/17/2009 Special/Joint 2009/170 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Joint Meeting Board of County Commissioners/ Florida Keys Aqueduct Authority Monday, August 17,2009 Marathon, Florida A Special Joint Meeting of the Monroe County Board of County Commissioners and the Florida Keys Aqueduct Authority Board of Directors convened at 1 :00 P.M., at the Marathon Government Center. Present were the following County Commissioners: Commissioner Heather Carruthers, Commissioner Mario DiGennaro, Commissioner Sylvia Murphy, Commissioner Kim Wigington, and Mayor George Neugent. Present were the following Florida Keys Aqueduct Authority Board of Directors: Antoinette M. Appell, Rose M. Dell, Eleana Herrera, and Chairman David Ritz. Absent was J. Robert Dean. Also present at the meeting were Roman Gastesi, County Administrator; James Reynolds, Executive Director - Florida Keys Aqueduct Authority; Debbie Frederick, Assistant County Administrator; Suzanne Hutton, County Attorney; Kirk Zue1ch, General Counsel - Florida Keys Aqueduct Authority; Danny L. Kolhage, County Clerk; County Staff, members of the press and radio; and the general public. JOINT FKAA / COUNTY COMMISSION WORKSHOP Suzanne Hutton, County Attorney presented an overview of the Joint Wastewater Partnership Relationship (ILA). Roman Gastesi, County Administrator and James Reynolds, Executive Director - Florida Keys Aqueduct Authority discussed lobbyist efforts. The Board of County Commissioners and the Florida Keys Aqueduct Authority discussed their wastew'ater responsibilities. FLORIDA KEYS WASTEWATER PROJECTS UPDATE Liz "\Vood, Sr. Administrator - Monroe County Sewer Projects discussed Planning, Design, Construction, and Connection. A power-point presentation was given. Kerry Shelby, Executive Director - FKAA discussed rates for System Development Fees/Operation and Maintenance). REMAINING UNINCORPORATED MONROE COUNTY PROJECTS Tom Walker, Director of Engineering - FKAA discussed the status of remaining unincorporated Monroe County projects, as follows: 2009/171 Duck Key - Design Status, Estimated Construction Cost: $14 million, WWTP Upgrade/Expansion Funded: $5 million. Cudjoe Regional - Design Status, Estimated Construction Cost: $179 million. Long Key - Design Status, Estimated Construction Cost: To be decided. Onsite System - Estimated Construction Cost: $7 million Roman Gastesi, County Administrator discussed Compliance Strategy - Area of Critical State Concern (ACSC) Assistance Program. The Boards discussed ACSC Water Quality and Conservation Fund; one penny infrastructure sales tax; deadline extension; interim proj ect bond authorization; and the pending $200 million state grant. The Boards discussed Interim Progress - Cudjoe Final Design versus Duck Key Collection System; Settlement/Consent Agreements; and a Contingency Plan.. Public Private Partnership - Alice Bravo, representing the Florida Department of Transportation made a presentation concerning public private partnerships. The following individuals addressed the Boards: Eddie Perez, Sr., Joe Lamberson, Louis LaTorre, and Wesley Self, representing Integra Water. There being no further business, the meeting of the Board of County Commissioners was adjourned. Danny L.
