07/24/2001 SpecialMINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2001/231 Special Meeting Board of County Commissioners Tuesday, July 24, 2001 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 10:00 A.M., on the above date at the Key Largo Library. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner Dixie Spehar, Commissioner Nora Williams, and Mayor George Neugent. Also present were Danny L. Kolhage, Clerk; James Roberts, County Administrator; James Hendrick, County Attorney; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. FISCAL YEAR 2002 BUDGET County Administrator James Roberts made a presentation to the Board and presented updated Budget information. Mr. Roberts discussed proposed salary increases included in the tentative Budget. After discussion by the Board, motion was made by Commissioner Nelson and seconded by Commissioner Williams that we adopt a six percent (6%) increase for all the County employees and the Sheriff. After further discussion, the motion was amended to seven percent (7%). Roll call vote was unanimous. DISTRICT #1 LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors for District #1 Lower and Middle Keys Fire and Ambulance District convened. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner Dixie Spehar, Commissioner Nora Williams, and Chairperson Yvonne Harper. Public Safety Director Reggie Paros discussed the proposed District #1 Lower and Middle Keys Fire and Ambulance budget request for Fiscal Year 2001-2002. After discussion, motion was made by Commissioner Nelson and seconded by Commissioner Spehar granting approval of the tentative budget and millage rate as presented. Roll call vote was unanimous. There being no further business, the meeting of the Board of Governors of District #1 Lower and Middle Keys Fire and Ambulance District adjourned. 07/24/01 2001/232 The Board of County Commissioners reconvened with all Commissioners present. PUBLIC SAFETY, UPPER KEYS TRAUMA, MEDICAL EXAMINER Mr. Paros introduced Norm Leggett, Senior Director of Communications; Joe London, Fire Marshal; Irene Toner, Director of Emergency Management; and Tom Cullen, Radiological Emergency Preparedness Coordinator. Mr. Paros discussed the proposed budget request for Fiscal Year 2001-2002 for the Public Safety Division, other than District #1. Chief Sergio Garcia of the Key Largo Volunteer Fire Department addressed the Board. The Board took no official action. The Board then discussed the proposed Fiscal Year 2001-2002 budget request for the Upper Keys Trauma Taxing District. Karie McDonald Trauma Director addressed the Board. TOURIST DEVELOPMENT COUNCIL Harold Wheeler, Tourist Development Council Marketing Director and Lynda Stuart, Office Manager for the Tourist Development Council addressed the Board concerning their proposed budget request for Fiscal Year 2001-2002. MISCELLANEOUS Commissioner McCoy discussed utility poles. COMMISSIONERS' ITEMS Commissioner Williams discussed issues raised in a recent Intergovernmental Task Force meeting. SUPERVISOR OF ELECTIONS Harry Sawyer, Supervisor of Elections addressed the Board concerning his proposed budget request for Fiscal Yeaar 2001-2002. COMMUNITY SERVICES Jim Malloch, Director of Community Services addressed the Board concerning the proposed budget request for Fiscal 2001-2002. Norma Kula, Library Director discussed the Library Budgets. Motion was made by Commissioner Williams and seconded by Mayor Neugent to amend the Library Budget to add an additional position at the Marathon Library. Roll call vote was taken with the following results: Commissioner McCoy No Commissioner Nelson No Commissioner Spehar Yes 07/24/01 2001/233 Commissioner Williams Yes Mayor Neugent No Motion failed. Motion was made by Commissioner Spehar and seconded by Mayor Neugent authorizing the County Administrator to begin the procedure to hire a Communications Director. Mr. Roberts addressed the Board. After consideration, the motion was withdrawn. Mr. Roberts discussed the need for additional positions in other departments. It was agreed that Staff would bring back some recommendations at the next Budget meeting. COUNTY ATTORNEY Mr. Roberts briefly discussed the County Attorney's proposed budget request for Fiscal Year 2001-2002. Commissioner Spehar discussed the budgets for the Human Services Advisory Board and the Rural Health Network request. Motion was made by Commissioner Spehar and seconded by Mayor Neugent to include in the Budget for Fiscal Year 2001-2002 an appropriation of $200,000 for the Rural Health Network to come from the contingency fund. Roll call vote was taken with the following results: Commissioner McCoy Yes Commissioner Nelson No Commissioner Spehar Yes Commissioner Williams No Mayor Neugent No Motion failed. Motion was made by Commissioner Spehar and seconded by Commissioner McCoy to add $110,000 of appropriations for Human Services Advisory Board Agencies to be taken from contingency. Mr. Roberts addressed the Board. During discussion, the motion was withdrawn and the item was tabled to the July 31, 2001 meeting. County Attorney James Hendrick addressed the Board concerning his proposed budget request for Fiscal Year 2001-2002. Mr. Hendrick also discussed the Shaddick case and its potential financial impact upon the County. GROWTH MANAGEMENT Growth Management Director Tim McGarry addressed the Board concerning the 07/24/01 2001/234 proposed budget request for Fiscal Year 2001-2002. Motion was made by Commissioner Williams and seconded by Commissioner McCoy to add an additional $150,000 to the Growth Management budget as presented to cover potential legal fees associated with the Shaddick case. Motion carried unanimously. Jill Patterson and Mr. Roberts addressed the Board. There being no further business to come before the Board, the meeting was adjourned. Danny L.
