Docking facilities and piers at marinas shall have continuous access from the terminal end of the dock to deep water with a minimum depth of minus four (-4) feet mean low water extending over a channel width of twenty (20) feet. Such access shall provide consistent naviga- tional access to deep water with depths greater than minus four (-4) feet mean low water. Motion was made by Commissioner Jones and seconded by Commissioner Cheal to direct Staff to create a variance pro- cedure for consideration prior to adoption of the Plan in reference to the provisions of Policy 212.5.3 and 212.5.4. Motion carried unanimously. Monroe County shall establish a Permit Allocation System for new residential development. The Permit Allocation System shall limit the number of permits issued for new residential development during the period from April 1, 1990 to September 2002 to 5,786 units' including those permitted ink the municipalities of Key West, Layton end Key Colony Beach. °Footnote 1: Unincorporated Monroe County and the municipalities of Key West, Layton and Key Colony Beach shall limit new resi- dential development to 5,786 units from April 1, 1990 (the starting date used in the calculation o hurricane evacuation clearance times) o September 2002. At the time of Plan doption, it is"esti- mated that the Co my will permit a total of 2,552 new residential units ! during the ten-year planning period to the year 2002, or an average of approximately 255 units per year. Motion carried unanimously. By October 16, 1992, Monroe County shall evaluate the existing TDR program and adopt Land Development Regulations which address identified deficiencies in the program. The following issues shall be considered in evaluating the program: (a) revision to the current tax policy whereby owners of sites which have transferred develop- ment rights continue to pay taxes on such rights until development orders have been issued for the transferred rights at the receiver sites; (b) establishment of criteria for designation of sender and receiver sites based upon factors such as the environ- mental characteristics of the land; (c) establishment of mechanisms to enhance the value and market- ability of TDRs such as assign- ing density bonuses to receiver sites; (d) clarification of the status of sites which have transferred development rights, including the possible requirement that sender sites be dedicated as public or private open space through conservation easement or other mechanism; and (e) establishment of a management and accounting system to track TDRs. In order to avoid further exacerbating deveopment expectations which may not be satisfied, Monroe County shall discourage further platting of residential subdi ision lots by imple- menting Policy 101.18.1.
