Key West
A Special Meeting/Public Hearing of the Board of County
Commissioners convened at 5:05 p.m. on the above date in the
Chapel at Stock Island in Key West. Present and answering to
roll call were Commissioner Earl Cheal, Commissioner Doug Jones,
Commissioner Jack London, Commissioner John Stormont, and Mayor
Wilhelmina Harvey. Also present were Danny Kolhage, Clerk; Randy
Ludacer, County Attorney; Tom Brown, County Administrator; County
Staff; members of the Press and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
PUBLIC HEARING
A Public Hearing was held to consider the
implementation of a Passenger Facility Charge at the Key West
International Airport. Proof of publication was noted for the
record. The following persons addressed the Board: Community
Services Division Director Peter Horton, Lynn Leibowitz of AMC,
Dan McClure, Jim Robinson. Motion was made by Commissioner Cheal
and seconded by Commissioner Stormont to adopt the following
Resolution, amended to correct the effective date, regarding the
implementation of a Passenger Facility Charge program at the Key
West International Airport. Roll call vote was unanimous.

ADDITIONS, CORRECTIONS, DELETIONS
Motion was made by Commissioner Cheal and seconded by
Commissioner Stormont to approve certain additions to the Agenda.
Motion carried unanimously.

MISCELLANEOUS
The Board discussed a letter from the Historic Florida
Keys Preservation Board requesting the appointment of Sharon
Wells to the screening committee that is to review proposals for
Pigeon Key. Motion was made by Commissioner Cheal and seconded
by Commissioner London to approve the request. During
discussion, the motion was withdrawn. Motion was then made by
Commissioner Stormont and seconded by Commissioner Cheal to refer
the request to the meeting of August 4th for consideration of
establishing a secondary citizen review committee for research of
the Pigeon Key proposals after being screened by Staff. During
further discussion, this motion was withdrawn. No further action
was taken.
MUNICIPAL SERVICE DISTRICT
Division Director Barry Boldissar addressed the Board
and advised that he was in receipt of a late bid for Crawl Key
solid waste processing and waste reduction facilities and that
the bid was late by virtue of an error on the part of the
delivery service company. Motion was made by Commissioner Jones
and seconded by Commissioner Cheal to authorize acceptance of the
late bid. Motion carried unanimously.
DIVISION OF GROWTH MANAGEMENT
Planning Director Lorenzo Aghemo addressed the Board
regarding DCA's proposed rule on Commercial Fishing Districts.
Motion was made by Commissioner London and seconded by
Commissioner Cheal to authorize Lorenzo Aghemo to attend the
meeting of the Governor and Cabinet to present the County's
position on this matter. Roll call vote was unanimous.
Mr. Aghemo discussed the Traffic Level of Service Plan
Amendment and the fact that DCA has filed a notice to adopt the
rule which would approve the County's Ordinance.
COUNTY ADMINISTRATOR
County Administrator Tom Brown presented the Board with
the Tentative Monroe County Budget for Fiscal Year 1993. See
Exhibits A and B attached hereto and made a part hereof.
