A Special Meeting of the Monroe County Board of County Commissioners convened at
1:00 P.M., on the above date at the Key Largo Library. Present and answering to roll call were
Commissioner Wilhelmina Harvey, Commissioner George Neugent, Commissioner Mary Kay
Reich, Commissioner Nora Williams and Mayor Shirley Freeman. Also present were Danny L.
Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; James Roberts, County Administrator; County
Staff, members of the press and radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDmONS, CORRECTIONS, AND DELETIONS
There were no Additions, Corrections, or Deletions made to the Agenda.

FISCAL YEAR 2001 BUDGET
County Administrator James Roberts discussed with the Board Monroe County's
budgeted fund balances forward. Sheila Barker, Senior Director of Human Resources and
Jennifer Hill, Director-Budgets were present for the following department presentations:
TOURIST DEVELOPMENT COUNCIL
Lynda Stuart, Office Manager and Harold Wheeler, Marketing Director addressed the
Board concerning the proposed budget of the Tourist Development Council for Fiscal Year 2001.
COMMUNITY SERVICES
Community Services Director James Malloch introduced Norma Kula, Library Director;
Louie LaTorre, Social Services Director; and Doug Gregory, Extension Services Director. Mr.
Malloch then addressed the Board concerning the proposed budget of the Community Services
Division for Fiscal Year 2001.

VETERAN'S AFFAIRS
Veteran's Affairs Director, Charles Ingraham addressed the Board concerning the
proposed budget of Veteran's Affairs for Fiscal Year 2001.
CLERK OF THE COURT
Clerk of the Circuit Court Danny L. Kolhage addressed the Board concerning the
proposed budget of the Clerk's Office for Fiscal Year 2001.
PROPERTY APPRAISER
Property Appraiser Ervin Higgs addressed the Board concerning the proposed budget of
the Property Appraiser's Office for Fiscal Year 2001.
TAX COLLECTOR
Tax Collector Harry Knight addressed the Board concerning the proposed budget of the
Tax Collector's Office for Fiscal Year 2001.
JUDICIAL

Honorable Judge Mark Jones and Court Administrator Theresa Westerfield addressed the
Board concerning the proposed budget of the Judicial Office for Fiscal Year 2001.
STATE ATTORNEY
State Attorney Kirk Zuelch and Executive Assistant Nancy Criswell addressed the Board
concerning the proposed budget of the State Attorney's Office for Fiscal Year 2001.
PUBLIC DEFENDER
Public Defender Rose Mary Enright addressed the Board concerning the proposed budget
of the Public Defender's Office for Fiscal Year 2001.
SUPERVISOR OF ELECTIONS
Supervisor of Elections Harry L. Sawyer addressed the Board concerning the proposed
budget of the Elections Office for Fiscal Year 2001.
SHERIFF
Sheriff Richard D. Roth and Bureau Chief Mike Rice addressed the Board concerning the
-- proposed budget of the Sheriff's Office for Fiscal Year 2001. This proposed budget was revised
as directed by the Board at their July 20, 2000 meeting.

AIRPORTS
Airports Director Peter Horton addressed the Board concerning the proposed budget of
the Airports for Fiscal Year 2001.
HEALTH DEPARTMENT
Business Manager, Dianne Mellon-Lacey addressed the Board concerning the proposed
budget of Health Department for Fiscal Year 2001.
DISTRICT #1
LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT
BOARD OF GOVERNORS
The Board of Governors for District #1 Lower and Middle Keys Fire and Ambulance
District convened. Present and answering to roll call were Mayor Shirley Freeman,
Commissioner Nora Williams and Commissioner George Neugent. Absent was Chairperson
Yvonne Harper.

Mr. Roberts referred the Board to the proposed 2001 Millage Rates - Proposed Budget
sheet. Said sheet is attached hereto and made a part hereof After discussion, motion was made
by Mayor Freeman and seconded by Commissioner Neugent granting approval to advise the
Property Appraiser of the proposed millage rates, the current year rolled-back rates, and the date,
time and place of the Tentative Budget Hearings. Roll call vote was taken with the following
results:
Commissioner Neugent Yes
Commissioner Williams No
Mayor Freeman Yes
Motion carried.
Jennifer Hill Director-Budgets announced the following three (3) Public Hearing dates,
times and places to consider and adopt the Final Budget and Final Millage Rates:
