09/22/1999 Special ~ 99/368 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County commissioners Wednesday, september 22, 1999 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:00 P.M., on the above date, at the Harvey Government Center @ Historic Truman School. Present and answering to roll call were Commissioner Shirley Freeman, Commissioner George Neugent, Commissioner Mary Kay Reich, Commissioner Nora Williams and Mayor Wilhelmina Harvey. Also present were Danny L. Kolhage, Clerk; James T. Hendrick, County Attorney; James Roberts, County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ~ ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Mayor Harvey and seconded by commissioner Williams granting approval of Additions, Corrections, and Deletions to the Agenda. Motion carried unanimously. BUDGET PUBLIC HEARINGS County Administrator James Roberts made a presentation to the Board on the proposed Fiscal Year 2000 Budget. John Carter, Senior Director - Office of Management & Budget announced the tentative millages. See the 2000 Millage Rates - Proposed Budget sheet and announcements sheet which are attached hereto and made a part hereof. ~ A Public Hearing was held concerning the adoption of the final Fiscal Year 2000 Residential Solid Waste Collection, Disposal, and Recycling Rates. Solid Waste Director Clark Lake addressed the Board. There was no public input. Motion was made by commissioner Reich and seconded by Commissioner Williams to adopt the following Resolution. Motion carried unanimously. RESOLUTION NO. 459-1999 ,- 99/369 See Res. Book No. 143 which is incorporated herein by reference. A Public Hearing was held concerning the final per month Solid Waste Collection, Disposal, and Recycling Service Rates for Commercial Property in the various Solid Waste Collection Franchise areas. There was no public input. Motion was made by Commissioner Freeman and seconded by Commissioner Neugent to adopt the fOllowing Resolution. Motion carried unanimously. RESOLUTION NO. 460-1999 See Res. Book No. 143 which is incorporated herein by reference. Motion was made by Commissioner Neugent and seconded by Commissioner Freeman granting approval of the replacement of Exhibit II of all four (4) existing franchise contracts to reflect Fiscal Year 2000 residential and commercial collection rates. Motion carried unanimously. * * * * * - DISTRICT #1 LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors of District #1 Lower and Middle Keys Fire and Ambulance District convened. Present and answering to roll call were Commissioner Shirley Freeman, Commissioner Nora Williams, Commissioner George Neugent, and Chairman Yvonne Harper. Absent was Commissioner Art French. The Board received no public input concerning the District I Board of Governors Tentative Fiscal Year 2000 Budget. There were no amendments to the District I Board of Governors Tentative Fiscal Year 2000 Budget. Mr. Carter announced the final millage rate and the percentage increase over the roll-back rate. See Announcements sheet attached hereto and made a part hereof. Motion was made by Commissioner Williams and seconded by Commissioner Freeman to approve the following Resolution adopting the Final Millage Rate for Fiscal Year 2000. Roll call vote was unanimous, with commissioner French not present. - RESOLUTION NO. 461-1999 See Res. Book No. 143 which is incorporated herein by reference. - 99/370 Motion was made by Commissioner Freeman and seconded by Commissioner Neugent to approve the following Resolution adopting the Final Budget for Fiscal Year 2000. Roll call vote was unanimous, with Commissioner French not present. RESOLUTION NO. 462-1999 See Res. Book No. 143 which is incorporated herein by reference. There being no further business, the meeting of the Board of Governors of District #1 Lower and Middle Keys Fire and Ambulance District adjourned. * * * * * The Board of County Commissioners reconvened with all Commissioners present. The Board received public input on the Tentative Fiscal Year 2000 Budget with the following individual addressing the Board: Jim Cameron, representing the Big pine Key Incorporation effort formally known as Paradise Islands of Monroe County, Inc. - There were no amendments to the Tentative Fiscal Year 2000 Monroe County budget. The Board acknowledged announcement of the roll-back millage rates, percentage increases over roll black rate and final millage rates as previously announced by Mr. Carter. See minutes page 99/369. Motion was made by Commissioner williams and seconded by Commissioner Reich to approve the following Resolution adopting the final millage rates for Fiscal Year 2000. Roll call vote was unanimous. RESOLUTION NO. 463-1999 See Res. Book No. 143 which is incorporated herein by reference. Motion was made by Commissioner Freeman and seconded by Commissioner Reich to approve the following Resolution adopting the final budget for Fiscal Year 2000. Roll call vote was unanimous. RESOLUTION NO. 464-1999 See Res. Book No. 143 which is incorporated herein by reference. - Motion was made by Commissioner Reich and seconded by Commissioner Neugent granting approval and authorizing execution of Amendment to Contract between Monroe County and the Greater ~ 99/371 Miami and Keys American Red Cross. Roll call vote was unanimous. Motion was made by Commissioner Reich and seconded by Commissioner Neugent granting approval to renew Florida Municipal Insurance Trust Agreement #386 at a net annual premium of $125,077 to be paid in quarterly installments of $31,269. First installment due on October 15, 1999. Roll call vote was unanimous. There being no further business to come before the Board, the meeting was adjourned.
