06/12/1996 Special 96/169 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Wednesday, June 12, 1996 Key West, Florida - - A Special Meeting of the Monroe County Board of County Commissioners convened at 5:00 p.m., on the above date, at the Holiday Inn Beachside. Present and answering to roll call were Commissioners Keith Douglass, Jack London, Mary Kay Reich and Mayor Shirley Freeman. Commissioner Wilhelmina Harvey was absent. Also present were Isabel C. Desantis, Deputy Clerk; Ruth Ann Jantzen, Deputy Clerk; James Hendrick, County Attorney; James Roberts, County Administrator; County Staff, members of the Press and Radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS There were no additions, corrections or deletions to the Agenda. The Board proceeded with a meeting with representatives of the Greater Key West Chamber of Commerce. Kim Works, President of the Key West Chamber of Commerce, addressed the Board and requested that the first item on the agenda, B1, concerning the Federal Emergency Management Agency, be postponed to later in the meeting until their speaker arrived. Sharon Moore, First Vice President of the Key West Chamber of Commerce, discussed the Florida Department of Transportation Landscaping/Enhancement Fund. Dent Pierce, Director of Public Works, addressed the Board and announced a meeting between the Planning Department and Florida Department of Transportation, scheduled for June 17, 1996, to discuss projects to be considered by D.O.T. for ISTEA (Intermodel Surface Transportation Efficiency Act) funding. Mr. pierce recommended to the Chamber that they contact Antonia Gerli of the Planning Department for further details. 96/170 Ed Swift, Chamber Board Member, addressed the Board concerning the Federal Emergency Management Agency and the issue of illegal units and requested that the Board direct staff to temporarily suspend prosecution and enforcement of FEMA requirements until such time as the mandated requirements and regulations are known and the advisory committee, appointed by the Board, can make recommendations. The Chamber presented the Board with a Resolution concerning FEMA regulations. No official action was taken. Jose Gonzalez, Chamber Board Member, addressed the Board concerning the Monroe County Comprehensive Plan. Mr. Gonzalez addressed the Board concerning the National Marine Sanctuary Plan and emphasized the Chambers views and concerns. The following individuals addressed the Board: David Holtz, representing the Center for Marine Conservation; Billy D. Causey, Superintendent of the Florida Keys National Marine Sanctuary; David Paul Horan, representing the Chamber; Jose Gonzalez. No official action was taken. John DOlan-Heitlinger, Second Vice President of the Chamber, addressed the Board concerning the preliminary 1997 County Budget. Mr. Dolan-Heitlinger informed the Board that Holland Brown, Economic Analyst for the Chamber, is available to help the County Administrator if requested. Kim Works addressed the Board concerning hurricane evacuation planning and requested that all five Chambers throughout the Keys be included on the contact list of Emergency Management. David Paul Horan addressed the Board and requested cooperation in the permitting process for privately owned refuges. Jim Hendrick, County Attorney, informed the Board that he just received a copy of a draft settlement agreement from Special Counsel, Robert C. Apgar, concerning the lS-mile stretch litigation, whereby Florida Department of Transportation applied to the South Florida Water Management District for a Management and Storage of Surface Waters Permit and a Wetland Resource Permit for improvements known as the "3-lane alternative". This matter will be discussed at the next regular Board Meeting. Ed Swift addressed the Board concerning Bahama Baby Conch breeding in local waters and requested the Board to look into the matter concerning data supplied to local media and requested the Board discriminate against the use of Bahama Conchs in breeding programs in local waters. Douglass Gregory, Director of Extension Services, discussed the issue and recommended Bob Glaser be contacted at the Florida Marine Institute in Marathon concerning the Florida Department of Environmental Protection conch breeding program. No official action was taken. 96/171 There being no further business to come before the Board, the meeting was adjourned.
