A Special Meeting of the Monroe County Board of County
Commissioners convened at 9:00 a.m., on the above date, at the
Marathon Government Center. Present and answering to roll call
were Commissioners Keith Douglass, Wilhelmina Harvey, Jack
London, Mary Kay Reich and Mayor Shirley Freeman. Also present
were Danny L. Kolhage, Clerk; James Hendrick, County Attorney;
James Roberts, County Administrator; County Staff, members of the
Press and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions to
the Agenda.
SHERIFF
Sheriff Richard D. Roth addressed the Board concerning
the proposed Sheriff's Department budget for Fiscal Year 1996/97.
COMMUNITY SERVICES
Community services Director, Peter Horton; Social
Services Director, Louie LaTorre; Marathon Airport Manager, Jim
Shimkus; Library Director, A.D. Henehan; Code Enforcement
Director, Marty Arnold; and Marine Projects Coordinator, Kim
McGee, addressed the Board concerning the proposed Community
Services budget for Fiscal Year 1996/97.
PUBLIC WORKS
Public Works Director, Dent pierce; Executive
Assistant, Beth Leto; County Engineer, Dave Koppel; Fleet
Management Director, Roy Sanchez, Public Facilities Maintenance
Director, Carlos Zarate; and Director of Roads and Bridges, Joe
Medallion, addressed the Board concerning the proposed Public
Works budget for Fiscal Year 1996/97.

The following individuals addressed the Board
concerning recreation budgets for Fiscal Year 1996/97: catronia
Birnie, representing the Upper Keys Youth Association; Rose
Stayduhar, Michael Bates, and Kirby Cay Scheimann, representing
the Marathon Recreation Center and Heart of the Keys Recreation
Center.
Motion was made by Commissioner London and seconded by
Commissioner Douglass to eliminate three requested new positions
from the Facilities Maintenance and Parks & Beaches budgets.
Roll call vote was unanimous.
TOURIST DEVELOPMENT COUNCIL
Office Manager, Lynda stuart, addressed the Board
concerning the proposed Tourist Development Council budget for
Fiscal Year 1996/97.
Nance Frank, addressed the Board concerning a requested
appropriation for the Arts Council in Fiscal Year 1996/97.
CLERK OF COURT
Clerk of Court, Danny L. Kolhage, addressed the Board
concerning the proposed Clerk of Courts budget for Fiscal Year
1996/97.
JUDICIAL
Chief Judge, Richard Payne and Court Administrator,
Theresa Westerfield, addressed the Board concerning the proposed
Judicial budget for Fiscal Year 1996/97.
STATE ATTORNEY
Nancy criswell, representing state Attorney, Kirk
Zuelch, addressed the Board concerning the proposed state
Attorney's budget for Fiscal Year 1996/97.
PUBLIC DEFENDER
Public Defender, Rand Winter, addressed the Board
concerning the proposed Public Defender's budget for Fiscal Year
1996/97.
SUPERVISOR OF ELECTIONS

Supervisor of Elections, Harry L. Sawyer, addressed the
Board concerning the proposed Supervisor of Elections budget for
Fiscal Year 1996/97.
There being no further business to corne before the
Board, the meeting was adjourned.
