01/28/1998 Special 98/24 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Wednesday, January 28, 1998 Key West, Florida A special Meeting of the Monroe County Board of County Commissioners convened at 10:00 a.m., on the above date, at the Harvey Government Center at Historic Truman School. Present and answering to roll call were Commissioner Shirley Freeman, Commissioner wilhelmina Harvey and Mayor Jack London. Commissioner Keith Douglass arrived later and due to a prior engagement was unable to stay until adjournment. Absent was Commissioner Mary Kay Reich. Also present were Isabel C. DeSantis, Deputy Clerk; James T. Hendrick, County Attorney; James Roberts, County Administrator; County Staff, members of the Press and Radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS There were no Additions, Corrections or Deletions to the Agenda. TRANSIT GREENWAY PROPOSAL FOR MONROE COUNTY Thomas F. Gustafson of the law firm of Gustafson, Tilton, Henning & Metzger, P.A. gave a presentation on the Transit Greenway Proposal for Monroe County as generally described in the Financial Scenario Report presented to the Board of County Commissioners on January 14, 1998. Mr. Gustafson discussed the following action to be taken: 1) Joint Participation Agreement with the Florida Department of Transportation (FDOT); 2) Commitment by FDOT for matching funds associated with the planning effort through March 25, 1998; 3) Agreement as to scope of work to be undertaken and schedule for completion of the initial proposal documents; 4) Availability of other matching funds; and, 5) Formation of a transportation management association. Rene R. Rodriguez, P.E. representing the Florida Department of Transportation (FDOT) addressed the Board. commissioner Douglass entered the Meeting, addressed the Board and excused himself from the meeting in order to attend a prior engagement. 98/25 The Board discussed with Mr. Gustafson and Mr. Rodriguez the Transit Greenway Proposal for Monroe County. PUBLIC INPUT The following individuals addressed the Board: Alicia Putney, Mick Putney, Robert Schneider, representing the Big pine Key civic Association; Brenda Schneider, Alexis Colicchio, Eugene Shinkevich, representing the Florida Keys citizens Coalition; Marie Shinkevich, Jay Marzella, Dagny Johnson, representing the Upper Keys Citizen's Association; and Scott Munn. The Clerk read into the record a letter from Joan R. Mowery, CPA. After Board discussion, motion was made by Commissioner Harvey and seconded by Mayor London to adopt the following Resolution approving a Joint Participation Agreement with the Florida Department of Transportation, authorizing the Firm of Gustafson, Tilton, Henning & Metzger, P.A. to expend the $70,000 in funds provided by the FDOT under the Joint Participation Agreement and authorizing Gustafson, Tilton, Henning & Metzger, P.A. to coordinate with the FDOT Consultant, URS Consultants, Inc. in preparation of the Federal Transit Administration request. Roll call vote was taken with the following results: commissioner Freeman No Commissioner Harvey Yes Mayor London Yes Motion carried. RESOLUTION NO. 019-1998 See Res. Book No. 137 which is incorporated herein by reference. The Board instructed Mr. Gustafson to include the Lower Keys in the Public Workshops for the Transit Greenways Funding Request Proposal.
