09/06/2000 Special - MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2000/255 Special Meeting Board of County Commissioners Wednesday, September 6, 2000 Key West, FL A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05 P.M., on the above date at the Harvey Government Center. Present and answering to roll call were Commissioner Wilhelmina Harvey, Commissioner George Neugent, Commissioner Mary Kay Reich, Commissioner Nora Williams and Mayor Shirley Freeman. Also present were Danny L. Kolhage, Clerk; James Roberts, County Administrator; County Attorney James T. Hendrick; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDmONS, CORRECTIONS, DELETIONS - There were no Additions, Corrections, or Deletions made to the Agenda. County Administrator James Roberts, Mayor Freeman and the entire Commission made a Presentation of the Distinguished Budget Presentation Award for Fiscal Year 2000 from the Governor's Finance Officers Association to the following individuals of the Office of Management and Budget (OMB): Sheila Barker, Senior Director of Human Resources; Jennifer Hill, Director-Budgets; Mary Atwell-Williams, Senior Finance Clerk; and David Owens, Grants Administrator. Motion was made by Commissioner Neugent and seconded by Commissioner Reich granting approval of a request from the Florida Department of Transportation for a waiver of Card Sound Road tolls for a 16 day period. Motion carried unanimously. The Board recognized Kevin Baker, Area Engineer with the Florida Department of Transportation who was in the audience. PUBLIC HEARING - BUDGET Mr. Roberts made a presentation to the Board concerning the proposed budget for Fiscal Year 2001. - Jennifer Hill, Director-Budgets announced the tentative millages. Said millage sheet is attached hereto and made a part hereof 09/06/00 2000/256 -- A Public Hearing was held concerning the proposed Fiscal Year 2001 Residential Solid Waste Collection, Disposal, and Recycling Rates. There was no public input. A Public Hearing was held concerning the proposed Fiscal Year 2001 Commercial Solid Waste Collection, Disposal, and Recycling Rates. There was no public input. DISTRICT #1 LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors for District # 1 Lower and Middle Keys Fire and Ambulance District convened. Present and answering to roll call were Mayor Shirley Freeman, Commissioner George Neugent, Commissioner Nora Williams, and Chairperson Yvonne Harper. The District 1 Board of Governors discussed directions for changes to the tentative Fiscal Year 2001 Budget. No changes were made to the item. Ms. Hill announced the District 1 Board of Governor's tentative roll-back millage rate and percent increase over roll-back rate. Said millage sheet is attached hereto and made a part hereof. -- Motion was made by Commissioner Neugent and seconded by Mayor Freeman to adopt the following Resolution approving the tentative millage rate for Fiscal Year 2001. Public Safety Director, Reggie Paros address the Board. RESOLUTION NO. 321-2000 See Resolution Book No. 145 which is incorporated herein by reference Motion was made by Commissioner Neugent and seconded by Mayor Freeman to adopt the following Resolution approving the tentative budget for Fiscal Year 2001. RESOLUTION NO. 322-2000 See Resolution Book No. 145 which is incorporated herein by reference There being no further business, the meeting of the Board of Governors of District #1 Lower and Middle Keys Fire and Ambulance District adjourned. * * * * * * The Board of County Commissioners reconvened with all Commissioners present. The Board discussed the tentative Fiscal Year 2001 Monroe County Budget. The Board accepted public input with the following individuals addressing the Board: Peter Bacle and HT. Pontin. The Board discussed directions for changes to the Tentative Fiscal Year 2001 Monroe County Budget. No changes were made to the item. -- The Board referred to the Administrator's memorandum dated September 6,2000. Motion was made by Commissioner Neugent and seconded by Commissioner Reich granting approval of the following items and directed Staff to make these changes for consideration at the final budget hearing: Amount Ad Valorem Impact 1. Creation of Department of Administrative -$19,958 Yes Services (and a Grants Coordinator position) from Departments of Human Resources and Office of Management and Budget. 3. Elimination of Solid Waste Division. -$46,887 Yes 5. Eliminate Roads and Bridges Coordinator -$51,583 Yes Position in Public Works. 6. Eliminate EMS Manager position. -$76,929 Yes 8. Increase in Medical Examiner cost due +$5,380 Yes -- to new contracts with funeral homes. 09/06/00 2000/258 ~ 9. Adjustment for School Board Interlocal Agreements. -$202,183 Yes 10. The announcement of tentative rollback millage rates and percentage increases over roll-back rates, as previously announced, were not changed. Motion was made by Commissioner Neugent and seconded by Commissioner Harvey to adopt the following Resolution approving the tentative millage rates for Fiscal Year 2001.
