07/21/2011 Special 2011/133 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Thursday, July 21, 2011 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 10:00 A.M., at the Harvey Government Center. Present and answering to roll call were Commissioner Sylvia Murphy, Commissioner George Neugent, Commissioner David Rice, Commissioner Kim Wigington, and Mayor Heather Carruthers. Also present at the meeting were Roman Gastesi, County Administrator; Debbie Frederick, Assistant County Administrator; Suzanne Hutton, County Attorney; Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; County Staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS, DELETIONS Suzanne Hutton, County Attorney announced a change in a Closed Session date to Tuesday, August 2, 2011 at 10:00 A.M., in Marathon for a Settlement Agreement in the matter of Benjamin Moore v. Monroe County, Case No. 10 -CIV- 10088. FISCAL YEAR 2012 BUDGET MEETING Presentations and Discussion of Fiscal Year 2012 Budget Requests Roman Gastesi, County Administrator provided the Board with the documents entitled Monroe County, Florida Board of County Commissioners Fiscal Year 2012 Proposed Budget, dated July 21, 2011 and State of the County Report 2010 -2011 Monroe County The Florida Keys. Said documents are incorporated herein by reference. CLERK OF COURT Danny L. Kolhage, Clerk of Court presented the proposed budget request for Fiscal Year 2012. PROPERTY APPRAISER Karl Borglum, Property Appraiser presented the proposed budget request for Fiscal Year 2012. STATE ATTORNEY Nancy Criswell, Executive Director and Chief Assistant State Attorney Manny 2011/134 Madruga presented the proposed budget request for Fiscal Year 2012. PUBLIC DEFENDER Rosemary Enwright, Public Defender presented the proposed budget request for Fiscal Year :2012. JUDICIAL Holly Elomina, Court Administrator presented the proposed budget request for Fiscal Year :2012. SUPERVISOR OF ELECTIONS Harry Sawyer, Supervisor of Elections presented the proposed budget request for Fiscal Year :2012. SHERIFF Robert Peryman, Sheriff and Mike Rice, Bureau Chief presented the proposed budget request for Fiscal Year 2012. LAND AUTHORITY Mark Rosch, Executive Director of the Monroe County Land Authority presented the proposed budget request for Fiscal Year 2012. HEALTH DEPARTMENT Robert Eadie, Monroe County Health Department Administrator presented the proposed budget request for Fiscal Year 2012. Commissioner Rice disclosed for the record a conflict of voting interest. The following individuals addressed the Board concerning Human Service Advisory Board (HSAB) funding: David Paul Horan, HSAB - Chairperson; AB Maloy, representing the Guidance /Care Center; and Alexsa Leto. Lisa Tennyson, Monroe County Grants Administrator discussed the HSAB funding process. After discussion, motion was made by Commissioner Murphy and seconded by Commissioner Wigington approving the HSAB 2012 funding request. Roll call vote was unanimous. Motion was made by Commissioner Murphy and seconded by Commissioner Wigington to transfer funding in the amount of $69,177 from the Keys to Recovery program to the Jail In -House Program. Roll call vote was unanimous, with Commissioner Rice abstaining due to a conflict on interest. EMERGENCY SERVICES James Callahan, Monroe County Fire Chief presented the proposed budget request for Fiscal Year 2012. 2011/135 TOURIST DEVELOPMENT COUNCIL Harold Wheeler, Executive Director of the Tourist Development Council and Lynda Stuart, Office Manager presented the proposed budget request for Fiscal Year 2012. GUARDIAN AD LITEM Alexa Leto, Guardian Ad Litem Director presented the proposed budget request for Fiscal Year 2012. EMPLOYEE SERVICES Teresa Aguiar, Employee Services Director presented the proposed budget request for Fiscal Year 2012. PUBLIC WORKS Dent Pierce, Public Works Director and Beth Leto, Assistant Public Works Director presented the proposed budget request for Fiscal Year 2012. Motion was made by Commissioner Wigington and seconded by Commissioner Rice authorizing the County Administrator to enter into discussions with the cities and utilities for the possible consolidation of fleet management and other options. Motion carried unanimously. PROJECT MANAGEMENT Kevin Wilson, Project Management Director presented the proposed budget request for Fiscal Year 2012. GROWTH MANAGEMENT Christine Hurley, Growth Management Director presented the proposed budget request for Fiscal Year 2012. AIRPORT SERVICES Peter Horton, Airports Director and Reggae Pares, Marathon Airport Manager presented the proposed budget request for Fiscal Year 2012. SOCIAL SERVICES Sheryl Graham, Social Services Director presented the proposed budget request for Fiscal Year 2012. 2011/136 EXTENSION SERVICES Doug Gregory, Extension Services Director/Marine Sea Grant Agent presented the proposed budget request for Fiscal Year 2012. LIBRARIES Norm Kula, Library Director presented the proposed budget request for Fiscal Year 2012. TECHNICAL SERVICES Lisa Druckemiller, Sr. Administrator presented the proposed budget request for Fiscal Year 2012. VETERAN'S AFFAIRS George Brentnall, Veteran's Affairs Director presented the proposed budget request for Fiscal Year 2012. COUNTY ATTORNEY Suzanne Hutton, County Attorney presented the proposed budget request for Fiscal Year 2012. COUNTY ADMINISTRATOR Roman Gastesi, County Administrator and Debbie Frederick, Assistant County Administrator presented the proposed budget request for Fiscal Year 2012. OFFICE OF BUDGET & MANAGEMENT Tina Boan, Sr. Budget Director and Penny Jonscher -Kipp, Sr. Budget Analyst presented the proposed budget request for Fiscal Year 2012. MISCELLANEOUS The Board discussed the requests for employee salary increases. Tina Boan, Sr. Budget Director - Office of Management & Budget announced the tentative Fiscal Year 2012 roll -back millage rates and percentage increases over roll -back rates. After discussion, motion was made by Commissioner Neugent and seconded by Commissioner Murphy accepting the rolled -back rate, the proposed millage rate and percent above/below the rolled -back rate and that the rate be certified and sent to the Property Appraiser. Said millage sheet is attached hereto and made a part hereof. Motion carried unanimously. 2011/137 Ms. Boan announced the upcoming Public Hearing dates, times and places to consider and adopt the budget and millage rates for Fiscal Year 2012, as follows: 1st Budget Public Hearing Wednesday, September 7, 2011 @ 5:05 P.M.
