A Special Meeting of the Monroe County Board of County
co..issionera convened at 1:00 P.M., on the above date, at the
stock I.land Chapel. Present and answering to roll call were
CO..ia.ionera Earl Cheal, Shirley Freeman, Wilhel.ina Harvey, and
Mayor Jack London. Absent was Commissioner Mary Kay Reich. Al.o
pre.ent were Danny L. Kolhage, Clerk; Rob WOlfe, Asai.tant County
Attorney; J_e. Roberta, County Aainiatrator; County Staff;
...bar. of the Preaa and Radio; and the general public.
All atood for the Invocation and Pledge of Allegiance.

County Administrator, James Robert. discuased with the
Board a Grant Application with the Depart.ent of Co..unity
Affaira for the construction of a hurricane shelter/refuge at
Plorida Keya Community College and the funding of the required
match. The following individuals addressed the Board: Architect
for the abelter/refuge, Bert L. Bender; Nancy Grab~,
repreaenting the Red Cross; Art EspinOla, representing the Latin
Aaerican Chaaber of Commerce; B. Nelson Reed, representing
Plorida Keya Community College; and Debbie Horan, former Aide to
Representative Ron Saunders.
Motion was made by Mayor London and seconded by
Commissioner Freeman granting approval of the submission of the
Grant Application to the Department of Community Affairs for the
construction of a hurricane shelter/refuge at Florida Keys
Community College. Roll call vote was taken with the following
results:
commissioner Cheal Yes
Commissioner Freeman Yes
Commissioner Harvey No
Mayor London Yes
Motion carried, with Commissioner Reich not present.

Mr. Roberts discussed the funding of the match
requir_nt in the grant process. Motion was made by
C~iasioner Cheal and seconded by Commissioner Freeaan directing
the ~nistrator to coordinate with other agencies to develop
the funding .echanis. and authorizing aa a primary source the
issuance of a Tax Anticipation Note due in Piscal Year 1995/96
tor the purpose of providing a match for the Grant with the
Departaent of Community Affairs. Motion carried unaniaoualy.
There being no further businesa, the _eting was
adjourned.
