09/07/2011 Special 154 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Wednesday, September 7, 2011 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05 P.M., at the Murray E. Nelson Government and Cultural Center. Present and answering to roll call were Commissioner Sylvia Murphy, Commissioner George Neugent, Commissioner David Rice, Commissioner Kim Wigington, and Mayor Heather Carruthers. Also present at the meeting were Roman Gastesi, County Administrator; Debbie Frederick, Assistant County Administrator; Suzanne Hutton, County Attorney; Danny L. Kolhage, Clerk of Courts; Isabel C. DeSantis, Deputy Clerk; County Staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS, DELETIONS Item A There were no Additions, Corrections or Deletions made to the Agenda. FISCAL YEAR 2012 MONROE COUNTY BUDGET Item B Tina Boan, Sr. Budget Director announced the tentative millage rates for Fiscal Year 2012. Roman Gastesi, County Administrator updated the Board concerning the Fiscal Year 2012 Monroe County Budget. Mr. Gastesi discussed the document entitled Monroe County, Florida Board of County Commissioners Fiscal Year 2012 Proposed Budget, dated September 7, 2011, Budget Hearing, Key Largo, FL. PUBLIC INPUT AND DISCUSSION OF THE TENTATIVE FISCAL YEAR 2012 MONROE COUNTY BUDGET Item D The following individuals addressed the Board: Ron Miller, representing the Upper Keys Citizen's Association; Sue Heim and Kay Thacker. The Board discussed the proposed Fiscal Year 2012 budget. After discussion, motion was made by Commissioner Rice for approval of a 5% salary increase for those employees who have not received an increase in the last three years. Motion died for lack of a second. Motion was then made by Mayor Carruthers and seconded by Commissioner Murphy that there be no increase for salary capped employees and current DROP participants; a 3% salary increase as a reimbursement to all employees who are required to pay 3% of their salary to the Florida Retirement System; and a 2% salary increase for those employees who have not received increases in the past three years. After further discussion, the maker of the motion withdrew with the second accepting. Staff was directed to bring back to the Board at its' second budget public hearing scheduled for Monday, September 12, 2011, information on the impact 155 that a 3% increase for all employees except salary capped and DROP and a 2% increase for everyone else including DROP who have not received a salary increase in the past three years and is not capped would have on the millage rate. Commissioner Wigington requested for Staff to provide her with the millage rate for the last ten (10) years. Item E A Public Hearing was held concerning the approval of a Resolution adopting the final residential solid waste collection, disposal and recycling rates for the Fiscal Year 2011- 2012. There was no public input. Motion was made by Commissioner Murphy and seconded by Commissioner Rice to adopt the following Resolution. Motion carried unanimously. RESOLUTION NO. 236-2011 Said Resolution is incorporated herein by reference. Item F A Public Hearing was held concerning the approval of a Resolution establishing the final per month solid waste collection, disposal and recycling rates for commercial property in the various solid waste collection franchise areas for Fiscal Year 2011 -2012. There was no public input. Motion was made by Commissioner Rice and seconded by Commissioner Neugent to adopt the following Resolution. Motion carried unanimously. RESOLUTION NO. 237-2011 Said Resolution is incorporated herein by reference. FIRE & AMBULANCE DISTRICT 1 BOARD OF GOVERNORS The Board of Governors for the Fire and Ambulance District I convened. Present and answering to roll call were Commissioner Sylvia Murphy, Commissioner David Rice, Councilman Clark Snow, Councilwoman Kate Scott and Chairman George Neugent. Item HI There were no directions for changes to the Tentative Fiscal Year 2012 Budget. Item H2 Tina Boan, Sr. Budget Director - Office of Management & Budget announced the District 1 Tentative roll -back millage rate and percent increase over roll -back rate. Item H3 Motion was made by Commissioner Rice and seconded by Councilman Snow to adopt the following Resolution approving the tentative millage rate for Fiscal Year 2012. Motion carried unanimously. RESOLUTION NO. 238-2011 Said Resolution is incorporated herein by reference. Item H4 Motion was made by Commissioner Murphy and seconded by Councilman Snow to adopt the following Resolution approving the tentative budget for Fiscal Year 2012. Motion carried unanimously. 156 RESOLUTION NO. 239 -2011 Said Resolution is incorporated herein by reference. There being no further business, the Fiscal Year 2012 budget meeting of Board of Governors for the Fire and Ambulance District I was adjourned. The Board of County Commissioners meeting reconvened with all commissioners present. Item I Motion was made by Commissioner Wigington and seconded by Commissioner Murphy to adopt the following resolution continuing the assessments of wastewater service to properties in the Big Coppitt, Duck Key, and Stock Island service areas for the 2011 tax year; and providing an effective date. Motion carried unanimously. RESOLUTION NO. 240-2011 Said Resolution is incorporated herein by reference. Item J The Board discussed the County Administrator's recommended changes to the Fiscal Year 2012 millage and budget. Roman Gastesi, County Administrator discussed the matter. After discussion, motion was made by Commissioner Rice and seconded by Commissioner Murphy approving the administrator's recommended changes to the Fiscal Year 2012 millage and budget as written in the document entitled Monroe County, Florida Board of County Commissioners Fiscal Year 2012 Proposed Budget, dated September 7, 2011, Budget Hearing, Key Largo, FL. Roll call vote was unanimous. Item K Tina Boan, Sr. Budget Director - Office of Management & Budget announced the Tentative roll -back millage rates and percent increase over roll -back rates. Item L Motion was made by Commissioner Neugent and seconded by Commissioner Rice to adopt the following Resolution approving the tentative millage rates for Fiscal Year 2012. Motion carried unanimously. RESOLUTION NO. 241-2011 Said Resolution is incorporated herein by reference. Item M Motion was made by Commissioner Murphy and seconded by Commissioner Rice granting approval of the following Resolution adopting the tentative budget for Fiscal Year 2012. Motion carried unanimously. Said document is incorporated here by reference. The following budget hearing dates were announced: Public Hearing for final adoption of the Fiscal Year 2012 millage rates and budget at 5:05 P.M. Harvey Government Center, 1200 Truman Avenue, Key West, Florida on September 15, 2011 (the second special meeting is scheduled to occur at 5:05 P.M.
