07/22/1993 Special 93/320 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Thursday, July 22, 1993 Key Colony Beach A Special Meeting of the Monroe County Board of County Commissioners convened at 9: 00 A.M. on the above date at the Key Colony Beach City Hall. Present and answering to roll call were Commissioners Earl Cheal, Shirley Freeman, Mary Kay Reich, and Mayor Jack London. Commissioner Harvey arrived later in the meeting. Also present were Danny Kolhage, Clerk; Isabel DeSantis, Deputy Clerk; Randy Ludacer, County Attorney; Tom Brown, County Administrator; County Staff; members of the Press and Radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS There were no Additions, Corrections or Deletions. FISCAL YEAR 1994 BUDGET WORKSHOP COUNTY ADMINISTRATOR County Administrator, Tom Brown, addressed the Board concerning a front page article in the Key West Citizen wherein an incorrect amount of taxes, due to the wrong millage rate, was reported and stated that he has requested a correction be made. Mr. Brown presented the County Administrator's Tentative Budget for Fiscal Year 1994. VETERAN'S AFFAIRS Charles Ingraham, Veteran's Affairs Director, presented the Veteran's Affair's Tentative Budget for Fiscal Year 1994. 93/321 SAFETY Rufus Frazier, Safety Director, presented the Tentative Budget for Fiscal Year 1994. ENVIRONMENTAL MANAGEMENT Barry Boldissar, Environmental Management Director, presented the Environmental Management's Tentative Budget for Fiscal Year 1994. MISCELLANEOUS Commissioner Cheal held a discussion concerning the position of Medical Examiner. Commissioner Harvey entered the meeting. PUBLIC WORKS ' County Administrator, Tom Brown, Central Services Director, Roy Sanchez, Public Works Director, Dent Pierce, Wendy Key-Buxton, and Acting Public Facilities Director, John King, presented the Public Works Tentative Budget for Fiscal Year 1994. Motion was made by Mayor London and seconded by Commissioner Cheal to adopt the following Resolution requesting the Tourist Development Council fund the maintenance and cleanup of beaches and related areas of Monroe County beaches. Motion carried unanimously. RESOLUTION NO. 282-1993 See Res. Book No. 116 which is incorporated herein by reference. Resolution No. 283-1993, has been assigned to a Resolution adopted on July 23, 1993 . Motion was made by Commissioner Freeman and seconded by Commissioner Cheal to adopt the following Resolution to petition our Legislators and the Florida Association of Counties to provide for the use of Infrastructure Sales Tax Revenue Funds for maintenance of facilities. Motion carried unanimously. RESOLUTION NO. 284-1993 See Res. Book No. 116 which is incorporated herein by reference. Albert Kelly, of the Florida Keys Youth Club, addressed 93/322 l the Board concerning the Youth Club's budget request. Motion was made by Commissioner Harvey and seconded by Commissioner Freeman to restore the amount of $8,400. 00 to the Florida Keys Youth Club's budget request. Roll call vote was taken with the following results: Commissioner Cheal No Commissioner Freeman Yes Commissioner Harvey Yes Commissioner Reich Yes Mayor London Yes Motion carried. Mayor Jack London discussed the qualification of individuals who run Youth Centers in Monroe County, and the types of programs and activities involved. Engineering Director, Dave Koppel addressed the Board. GROWTH MANAGEMENT Bob Herman, Growth Management Director, Lorenzo Aghemo, Planning Director, and Pat McNeese, Environmental Director presented the Growth Management Tentative Budget for Fiscal Year 1994. DISTRICT #1 LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT BOARD OF GOVERNORS Present and answering to roll call were Commissioners James Fenhoff, Hal Halenza, Jack London, Mary Kay Reich, and Chairman Earl Cheal. Art French, of the Fire and Rescue Committee, made a lengthy presentation concerning the Monroe County Fire/Rescue Tentative Budget for Fiscal Year 1994. Reggie Paros, Public Safety Director, and Billy Wagner, Emergency Management Director, addressed the Board. Motion was made by Mayor London and seconded by Commissioner Halenza appointing Art French, initially on an interim basis, as the Director of the Volunteer Fire and Rescue Department and requesting the County Administrator to report back to the Board with recommendations. Roll call vote was unanimous. Discussion by the Board of Governors of the District I Ambulance was held. There being no further business, the meeting of the 93/323 Board of Governors of District #1 Lower and Middle Keys Fire and Ambulance District adjourned. The Board of County Commissioners reconvened with all Commissioners present. Motion was made by Commissioner Cheal and seconded by Commissioner Harvey appointing Art French, initially on an interim basis, as the Director of the Volunteer Fire and Rescue Department and requesting the County Administrator to report back to the Board with recommendations. Motion carried unanimously. Motion was made by Mayor London and seconded by Commissioner Freeman to abolish the Fire and Rescue Committee. Motion carried unanimously. PUBLIC SAFETY Billy Wagner, Emergency Management Director, Reggie Paros, Public Safety Director, and Norman Legget, Communications Director, held a discussion concerning communications. Motion was made by Commissioner Harvey and seconded by Commissioner Freeman to create the position of Emergency Management Planner, without funding, at a Pay Grade of 215. Motion carried unanimously with Commissioner Reich not present. Motion was made by Commissioner Harvey and seconded by Commissioner Freeman not to allow use of the translator towers, in the future, unless it is economically beneficial to the County. Motion carried unanimously with Commissioner Reich not present. Motion was made by Commissioner Freeman and seconded by Commissioner Cheal to reduce the Capital Outlay Budget in the amount of $50, 000. 00. Motion carried unanimously with Commissioner Reich not present. FIRE MARSHAL'S OFFICE Joe London, Fire Marshal, and Jeannie Banks, Chief of the Tavernier Volunteer Ambulance, presented the Fire Marshal's Office Tentative Budget for Fiscal Year 1994. Motion was made by Commissioner Harvey and seconded by Mayor London to increase the budget in the amount of $3,500. 00, Account #520, with Commissioner Reich not present. Ron Mobley, of the Key Largo Volunteer Fire Department, 93/324 addressed the Board. Elaine Gorman, of the Upper Keys Trauma District, addressed the Board.
