A Special Meeting of the Monroe County Board of County Commissioners convened at
5:30 P.M., on the above date at SugarloafKey School. Present and answering to roll call were
Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner Dixie
Spehar, Commissioner Nora Williams, and Mayor George Neugent. Also present were Danny L.
Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; James Roberts, County Administrator; James
T. Hendrick, County Attorney; County StaH: members of the press and radio; and the general
public.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections or Deletions made to the Agenda.
The Board discussed approval of a Resolution of the Board of County Commissioners of
Monroe County, Florida requesting Miami-Dade County to join Monroe County in opposition to
FDOT's Proposed Widening ofU.S Highway 1 between Key Largo and Mainland Florida. After
discussion, motion was made by Commissioner Williams and seconded by Commissioner Nelson
to adopt the following Resolution. Roll call vote was taken with the following results:

Commissioner Williams Yes
Mayor Neugent Yes
Motion carried.

TOWN MEETING WITH CITIZENS IN MONROE COUNTY
John Clark, representing the Breezeswept Beach Civic Association addressed the Board
concerning Board support for improving water quality in canals.
Lynda Schuh, representing the Green Party addressed the Board concerning the proposed
Cudjoe Key Communications Tower.

Lynn Parker, representing LPTV, Inc. addressed the Board concerning the proposed
Cudjoe Key Communications Tower.
Jeff Nolan addressed the Board concerning the proposed Cudjoe Key Communications
Tower and the proposed open container law of alcoholic beverages.
Gordon West, representing the SugarloafProperty Owner's Association addressed the
Board concerning past incorporation efforts, water quality of canals and near shore waters,
central wastewater systems in communities, FEMA and downstairs enclosures, and a playground
for Sugarloaf Shores.
Dennis Henize addressed the Board concerning conducting town meetings in all three
areas of the Keys, the proposed Cudjoe Key Communications Tower and revisiting the present
tower ordinance.
James Farrell addressed the Board concerning the proposed Cudjoe Key Communications
Tower.
Ron Stone addressed the Board concerning the Gato Building, Big Pine Key traffic
problems, Cudjoe Key canals, bus stops for the kids, beautification of the Keys, abandoned cars,
installation of a light at the end of Crane Boulevard and US 1 by Sugarloaf School, and parks on
Summerland and SugarloafKeys.
Ed Holtzman addressed the Board concerning the proposed Cudjoe Key Communications
Tower.
County Attorney James T. Hendrick addressed the Board concerning the process of the
proposed Cudjoe Key Communications Tower going before the Monroe County Planning
Commission and Federal regulations.
David Paul Horan addressed the Board concerning the proposed Cudjoe Key
Communications Tower.
Simon Klein addressed the Board concerning FEMA and downstairs enclosures.
Mr. Hendrick addressed the Board concerning the recent court ruling by Circuit Court
Judge Richard Payne on downstairs enclosures and possible appeal by the County.
Keith Monti addressed the Board concerning FEMA and downstairs enclosures.
Sheila Mullins addressed the Board concerning the proposed Cudjoe Key Communications
Tower.
Donald 1. Appleby addressed the Board concerning FEMA and hurricane damage.

Kieran Mahoney addressed the Board concerning building permits, ROGO, and the
proposed Cudjoe Key Communications Tower.
Margaret Sprague addressed the Board concerning the proposed Cudjoe Key
Communications Tower, sewer plan and systems, and a County park without facilities.
Joyce Newman addressed the Board concerning the proposed Cudjoe Key
Communications Tower, 18 Mile Stretch, exclusive contracts for garbage and cable television.
Mick Putney addressed the Board concerning traffic on Big Pine Key.
Joel B. Day addressed the Board concerning the proposed Cudjoe Key Communications
Tower.
Sandra Walters, representing Industrial Communications addressed the Board concerning
the proposed Cudjoe Key Communications Tower.
Terry Girard addressed the Board concerning the proposed Cudjoe Key Communications
Tower.
The Board thanked everyone for their participation. There being no further business to
come before the Board, the meeting was adjourned.
