09/05/2001 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2001/264 Special Meeting Board of County Commissioners Wednesday, September 5,2001 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:00 P.M., on the above date at the Harvey Government Center at Historic Truman School. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner Dixie Spehar, Commissioner Nora Williams, and Mayor George Neugent. Also present were Danny L. Ko1hage, Clerk; Isabel C. DeSantis, Deputy Clerk; James Roberts, County Administrator; Rob Wolfe, Chief Assistant County Attorney; Karen Cabanas, Assistant County Attorney; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS There were no Additions, Corrections, or Deletions made to the Agenda. GROWTH MANAGEMENT A Public Hearing was held to consider adoption of a Resolution transmitting to the Florida Department of Community Affairs a request by Toppino's Inc. to amend the Future Land Use Map (FLUM) from Industrial (I) to Residential High (RR) for property located on East Rockland Key and further described as part of Government Lot 5, Section 21, Township 67 South, Range 26 East, East Rockland Key, Monroe County, Florida approximately at mile marker 9.5, having Real Estate Number 00121980.000600. The Board accepted public input with the following individuals addressing the Board: Attorney Ginny Stones, representing the Applicant Toppino's, Inc.; Gary Dunick, Morgan McPherson, Orin Opperman, Lynne E. Tejeda, Jeff Tomita, Virginia Panico, representing the Key West Chamber of Commerce; Peter Batty, Deborah Aeschliman, and Sheriff Richard D. Roth. Attorney Ginny Stones addressed the Board a second time. After discussion, motion was made by Commissioner McCoy and seconded by Commissioner Spehar to adopt the following Resolution. Roll call vote was unanimous. RESOLUTION NO. 318-2001 Said Resolution is incorporated herein by reference. PUBLIC HEARING - BUDGET Budget Director Jennifer Hill announced the tentative millages. Said millage sheet is attached hereto and made a part hereof. County Administrator James Roberts made a 09/05/01 20011265 presentation to the Board concerning the Tentative Fiscal Year 2002 Monroe County Budget. Mr. Roberts discussed a proposed increase in the Medical Examiner's budget concerning some start-up costs and the recent cut in funding by Federal and State agencies to Monroe County In-Home Services. The Board accepted public input with the following individuals addressing the Board: John Dolan-Heitlinger, representing the Key West Chamber of Commerce, and Rebecca Jetton, representing the Florida Keys Office of the Department of Community Affairs. The Board accepted public input on the Tentative Fiscal Year 2002 Monroe County Budget: Andy McBroom, representing Professional Firefighters of Monroe County. addressed the Board concerning COLA/Merit. The following individuals addressed the Board concerning approval of proposed changes to the Group Insurance Program in order to reduce ad valorem costs: Gwen Rodriguez, Douglas Jones, Leonard Knowles, Orin Opperman, representing Stock Island Business and Homeowners Association; Larry Rodriguez, Susan Hawkhurst, Joe Passarelli, representing the Fraternal Order of Police, Lodge #28; Andy McBroom, representing Professional Firefighters of Monroe County; Maretta McNichol, representing the Fraternal Order of Police; and Mary Tucker. The Clerk read a letter from Mary Wingate into the record. Mr. Roberts addressed the Board. No official action was taken. Mr. Roberts discussed with the Board approval of a proposed Capital Improvement Plan for Fiscal Year 2002. After discussion, motion was made by Commissioner Williams and seconded by Commissioner Nelson to fund $2 million in each of the next three (3) years for the Lower Lower Keys Regional Wastewater Systems. Motion carried unanimous. Mr. Roberts discussed with the Board COLA/Merit. After discussion, motion was made by Commissioner Nelson and seconded by Commissioner McCoy approving a 7% across the board merit increase for all County employees. Roll call vote was unanimous. Mr. Roberts discussed Board of County Commission directions for changes to the Tentative Fiscal Year 2002 Monroe County Budget. The following individuals addressed the Board: State Attorney Mark Kohl and Craig T. Mallak, M.D., representing the Medical Examiner. After discussion, the matter concerning a proposed increase in the Medical Examiner's budget, was referred to the County Administrator to bring back to the Board a proposal with some choices and solutions to the request. PUBLIC HEARING A Public Hearing was held concerning the proposed Fiscal Year 2002 Residential Solid Waste Collection, Disposal, and Recycling Rates. There was no public input. No official action was taken. 09/05/01 2001/266 DISTRICT #1 LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors for District #1 Lower and Middle Keys Fire and Ambulance District convened. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Mayor George Neugent, Commissioner Dixie Spehar, Commissioner Nora Williams, and Chairperson Yvonne Harper. The Board accepted public input on the District 1 Board of Governors directions for changes to the Tentative Fiscal Year 2002 Budget. Andy McBroom, representing Professional Firefighters of Monroe County addressed the Board. The Board acknowledged the previous announcement of the District 1 Tentative roll-back millage rate and percent increase over roll-back rate, by Budget Director Jennifer Hill. Motion was made by Mayor Neugent and seconded by Commissioner Spehar to adopt the following Resolution adopting the Tentative millage rate for Fiscal Year 2002. Roll call vote was unanImous. Commissioner Nelson excused himself from the meeting.
