12/11/2012 Special 2012/265 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Tuesday, December 11, 2012 Marathon, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 2:00 P.M., at the Marathon Government Center. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner Danny Kolhage, Commissioner Sylvia Murphy, Commissioner George Neugent and Mayor David P. Rice. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin, County Clerk Ad Interim; Pamela G. Hancock, Deputy Clerk; County Staff, members of the press and radio; and the general public. Mayor Neugent identified the elected officials, lobbying groups, county staff and the consultant in the audience. ADDITIONS, CORRECTIONS, DELETIONS Item A Motion was made by Commissioner Rice and seconded by Commissioner Carruthers to add to the agenda consideration of a Resolution supporting the candidacy of Mayor George Neugent for a position on the Executive Committee of the Gulf Coast Consortium, as Item E. Motion carried unanimously. RESTORE ACT Item B/D Lisa Tennyson, Grants Management gave a brief introduction to the Board on the Restore Act. Peggy Mathews, representing Mathews /Webster Consulting, gave a power point presentation on the Restore Act of 2012. John Wayne Smith, representing the Peebles Firm addressed the Board. Ms. Tennyson made a power point presentation on the Local Funding. Bob Shillinger, County Attorney and Roman Gastesi, County Administrator addressed the Board. The following individuals addressed the Board: Ron Cole, representing Citizens of Monroe; Charles Causey, William J. Breininger, Bob Shillinger, County Attorney; John Wayne Smith, and Patrick Rice, representing Florida Keys Community College. Motion was made by Commissioner Carruthers and seconded by Commissioner Murphy to exclude elected officials and individuals who might be providing proposals to the Committee. Motion carried unanimously. 2012/266 Roger Hernstadt, City of Marathon Manager; Ted Blackburn, Village of Islamorada Vice Mayor; Roman Gastesi, County Administrator; and John Deneale, City of Key Colony Beach Commissioner; and Bob Shillinger, County Attorney addressed the Board. After discussion, motion was made by Commissioner Rice and seconded by Commissioner Murphy to rescind the motion to exclude elected officials and individuals who might be providing proposals to the Committee. Roll call vote was taken with the following results: Commissioner Carruthers No Commissioner Kolhage Yes Commissioner Murphy Yes Commissioner Rice Yes Mayor Neugent Yes Motion carried. Item C A Presentation was made by John Campbell, representing Campbell & Malafy, attorneys for BP Claims. Bob Shillinger, County Attorney and Roman Gastesi, County Administrator addressed the Board. Mayor Neugent introduced Erin Muir, Representative Holly Raschien's Aide, who was in the audience. Item E Motion was made by Commissioner Kolhage and seconded by Commissioner Carruthers to adopt the following Resolution supporting the candidacy of Mayor George Neugent for a position on the Executive Committee of the Gulf Coast Consortium. Motion carried unanimously. Bob Shillinger, County Attorney and Roman Gastesi, County Administrator addressed the Board. Motion carried unanimously. Lisa Tennyson, Grants Management addressed the Board. RESOLUTION NO. 364 Said Resolution is incorporated herein by reference. There being no further business, the meeting of the Board of County Commissioners was adjourned.
