Wednesday, July 29, 2013
Key West, Florida
A Regular Meeting of the Monroe County Board of County Commissioners convened at
9:00 A.M., at the Harvey Government Center. Present and answering to roll call were
Commissioner Heather Carruthers, Commissioner Danny Kolhage, Commissioner Sylvia
Murphy, Commissioner David P. Rice and Mayor George Neugent. Also present at the meeting
were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin,
County Clerk; Vitia Fernandez, Deputy Clerk; County Staff, members of the press and radio; and
the general public.
ADDITIONS, CORRECTIONS, DELETIONS
Item A Motion was made by Commissioner Rice and seconded by Commissioner
Carruthers granting approval of the Additions, Corrections and Deletions to the Agenda. Motion
carried unanimously.
CLOSED SESSION
Item B 1 Bob Shillinger, County Attorney addressed the Board concerning a request to
hold an Attorney - Client Closed Session in the matter of Galleon Bay Corp. v. Monroe County &
State of Florida, Case No. CA -K -02 -595 at the regularly scheduled BOCC meeting on August
21, 2013 in Key Largo, FL at 1:30 p.m. or as soon thereafter as may be heard. After discussion,
a motion was made by Commissioner Kolhage and seconded by Commissioner Carruthers to
approve the item. Motion carried unanimously.
PUBLIC WORKS
Item C 1 Board discussed the approval to advertise a Public Hearing for an Ordinance
amending Section 18 -27 of the Monroe County Code adding The Murray E. Nelson Government
Center Park and establish rules and regulations regarding the operation of the park and the
conduct of those visiting the park. After discussion, a motion was made by Commissioner
Murphy and seconded by Commissioner Kolhage to approve the item. Motion carried
unanismously.

FISCAL YEAR 2014 BUDGET PRESENTATION
Item D1 Roman Gastesi, County Administrator provided the Board with the document
entitled Monroe County, Florida Board of County Commissioners Fiscal Year 2014 Proposed
Budget, dated July 29 -30, 2013. Said document is incorporated herein by reference.
DISCUSSION OF FISCAL YEAR 2014 BUDGET REQUESTS
CLERK OF COURTS
Item E1 Amy Heavilin, Clerk of the Court presented the proposed budget request for
Fiscal Year 2014.
SHERIFF
Item E1 Rick Ramsay, Sheriff and David Rice, Bureau Chief presented the proposed
budget request for Fiscal Year 2014.
PROPERTY APPRAISER
Item E1 Scott Russell, Property Appraiser presented the proposed budget for Fiscal Year
2014.
SUPERVISOR OF ELECTIONS
Item E 1 Joyce Griffin, Supervisor of Elections and Staci Ruble, Finance Officer presented
the proposed budget for Fiscal Year 2014.
STATE ATTORNEY
Item E 1 Catherine Vogel, State Attorney was unable to attend the meeting. Tina Boan,
OMB Director addressed the Board concerning the State Attorney's proposed budget for Fiscal
Year 2014.
PUBLIC DEFENDER
Item E1 Rose Enwright, Public Defender presented the proposed budget for Fiscal Year
2014.
LOWER & MIDDLE KEYS FIRE & AMBULANCE
DISTRICT BOARD OF GOVERNORS
Item E8 The Board of Governors for the Fire and Ambulance District I convened. Present
and answering to roll call were Commisssioner Kolhage, Commissioner Rice, Mayor Neugent
and Councilman Scott Snow. Absent was Councilwoman Katie Scott. James Callahan, Fire
Chief and Gary Boswell, Deputy Chief of Operations provided the Board with the proposed
budget request for Fiscal Year 2014 by the Office of Budget and Management.

MEDICAL EXAMINER
Item E4 Dr. E. Hunt Scheuerman, Medical Examiner presented the proposed budget for
Fiscal Year 2014.
LAND AUTHORITY
Item E4 Mark Rosch, Director of Monroe County Land Authority presented the proposed
budget for Fiscal Year 2014.
GUARDIAN AD LITEM
Item E5 Thomas Hampton, Supervising Attorney and Lacy Caraballo, Paralegal presented
the proposed budget for Fiscal Year 2014.
COUNTY ATTORNEY
Item E6 Bob Shillinger, County Attorney presented the proposed budget for Fiscal Year
2014.
EMPLOYEE SERVICES
Item E9 Teresa Aguiar, Employee Services Director presented the proposed budget for
Fiscal Year 2014.
EXTENSION SERVICES
Item E14 Alicia Betancourt, Family & Community Development Agent presented the
proposed budget for Fiscal Year 2014.
VETERANS AFFAIRS
Item E16 George Brentnall, Veterans Affairs Director presented the proposed budget for
Fiscal Year 2014.
HEALTH DEPARTMENT
Item E2 Bob Eadie, Health Department Administrator presented the proposed budget for
Fiscal Year 2014.
LIBRARIES
Item E15 Norma Kula, Libraries Director presented the proposed budget for Fiscal Year
2014.

Item E10 Kevin Wilson, Public Works /Engineering Director and Beth Leto, Public Works
Assistant Director presented the proposed budget for Fiscal Year 2014.
GROWTH MANAGEMENT
Item El I Christine Hurley, Growth Management Director presented the proposed budget for
Fiscal Year 2014.
AIRPORT SERVICES
Item E12 Peter Horton, Director of Airports and Don DeGraw, Assistant Director of
Airports were unable to attend the meeting. Tina Boan, OMB Director addressed the Board
regarding the Airport Services' proposed budget for the Fiscal Year 2014.
INFORMATION TECHNOLOGY
Item E17 Bob Ward, Information Technology Director and Jethon Williams, Sr.
Coordinator TV /Mulitimedia presented the proposed budget for Fiscal Year 2014.
OFFICE OF BUDGET & MANAGEMENT
Item E18 Penny Kipp, Sr. Budget Analyst and Laura Deloach - Hartle, Sr. Administrator
Grants and Special Projects presented the proposed budget for Fiscal Year 2014.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
