07/30/2013 Budget - Day 2MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting/Budget Hearing — Day 2 Board of County Commissioners Wednesday, July 30, 2013 Key West, Florida A Regular Meeting of the Monroe County Board of County Commissioners convened at 9:00 A.M., at the Harvey Government Center. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner Danny Kolhage, Commissioner Sylvia Murphy, Commissioner David P. Rice and Mayor George Neugent. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin, County Clerk; Vitia Fernandez, Deputy Clerk; County Staff, members of the press and radio; and the general public. DISCUSSION OF FISCAL YEAR 2014 BUDGET REQUESTS JUDICIAL Item E1 Holly Elomina, Court Administrator presented the proposed budget request for Fiscal Year 2014. TOURIST DEVELOPMENT COUNCIL Item E21 Harold Wheeler, Tourist Development Council presented the proposed budget for Fiscal Year 2014. Tina Boan, OMB Director announced the tentative Fiscal Year 2014 roll -back millage rates and percentage increase over roll -back rates. After discussion, a motion was made by Commissioner Kolhage and seconded Commissioner Murphy accepting the roll -back rate, the proposed millage rate and percent aboveibelow the roll -back rate and that the rate be certified and sent to the Property Appraiser. Said millage sheet is attached hereto for reference. Roll call vote was taken with the following results: Commissioner Carruthers No Commissioner Kolhage Yes Commissioner Murphy Yes Commissioner Rice Yes Mayor Neugent No Motion carried. 07/30/2013 Pagel Ms. Tina Boan announced the upcoming Public Hearing dates, times and places to consider and adopt the budget and millage rates for Fiscal Year 2013, as follows: 1" Budget Public Hearin Wednesday, September 4` 2013 @ 5:05 P.M. Murray Nelson Government Center 102050 Overseas Highway Mile Marker 102 Key Largo, FL 2 " Budget Public Hearing Monday, September 9 2013 @ 5:05 P.M. Marathon Government Center 2798 Overseas Highway Mile Marker 50 Marathon, FL Final Budget Public Hearing Thursday, September 12` 2013 @ 5:05 P.M. Harvey Government Center 1200 Truman Avenue Key West, FL Roman Gastesi, County Administrator and the Board of County Commissioners discussed the following summer studies list that was created throughout the day: • 3% Salary Increase • Archivist — Libraries • Body Mover — Medical Examiner • Health Insurance — Employee Services • Health Department • SPCA • Cooperate with nonprofit orgaganizations to provide public benefits like Parks & Recreation, etc. The Board directed staff throughout the day to bring back information of costs and details of the studies to the upcoming budget meetings. The Board also discussed the following issues: The Road Program, Key Largo and Marathon Wastewater funding and the Key Largo Fire District.
