Wednesday, March 12, 2014
Key West, Florida
A Special Meeting of the Monroe County Board of County Commissioners convened
at 2:00 P.M., at the Harvey Government Center. Present and answering to roll call were
Commissioner Heather Carruthers, Commissioner Danny Kolhage, Commissioner George R.
Neugent, Commissioner David Rice and Mayor Sylvia Murphy. Also present at the meeting
were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Lindsey
Ballard, Deputy Clerk; Rick Ramsay, Sheriff, County Staff, members of the press and radio;
and the general public.
The following members of the City of Key West Commission were present:
Commissioner Jimmy Weekly, Commissioner Teri Johnston, Commissioner Mark Rossi,
Commissioner Clayton Lopez, Commissioner Billy Wardlow, Commissioner Tony Yaniz and
Mayor Craig Cates. The following individuals from the City of Key West were also present:
Bob Vitas, City Manager; Shawn Smith, City Attorney; Donnie Lee, Chief of Police; Donald
Craig, Director of Community Development Services; Angela Budde, Deputy City Clerk.
WORKSHOP
Item A Introductions were done by County Commission, County Staff, City
Commission and City Staff
Item B Monroe County Mayor Sylvia Murphy and City of Key West Mayor Craig
Cates welcomed everyone present.
Item C Bob Shillinger, County Attorney addressed the Boards concerning the
Pottinger V. City of Miami.
Item D Shawn Smith, City of Key West Attorney addressed the Boards regarding the
Legal History of Keys Overnight Temporary Shelter (KOTS).

Item E The County and City Commissions along with their Staff discussed the
location for KOTS. In addition, the Boards were provided with documents entitled Status and
Numbers of Homeless Veterans in Monroe County; Homeless Point -in -Time Survey;
Expenditures for Homeless Individuals; Homeless Hospital Care -2012; Monroe County
Sheriff's Office, Comparison of Arrest and Release Locations for Homeless; Monroe County
Sheriff s Office, Jail Inmate Population Data; Monroe County Sheriff s Office, Homeless in
Jail; 2013 Homeless Patients Serviced by Monroe County Fire Rescue; and Monroe County
Non - Profit Funding FY 2010 -2014. After discussion, no official action was taken.
Item F Catherine Vogel, State Attorney; Skip O'Neil; Judy Martinez; Sloan
Bashinsky; Margaret Romero; Curt Turocy, representing Sunset Marina and Key West Golf
Course; Peter Dswonyk; Lee Ann Milazzo McCarthy; Russ Vickers, representing Key West
Golf Club Homeowners Association; and Michael Doyle, representing Florida Keys Mosquito
Control addressed the Boards.
Item G Closing Remarks by Elected Officials.
There being no further business, the meeting of the Board of County Commissioners and the
Key West City Commission was adjourned.
