03/21/2014 SpecialMINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Friday, March 21, 2014 Marathon, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 10:00 A.M., at the Marathon Government Center. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner Danny Kolhage, Commissioner David Rice and Mayor Sylvia Murphy. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin, Clerk of Court, Lindsey Ballard, Deputy Clerk; County Staff, members of the press and radio; and the general public. ADDITIONS,CORRECTIONS, DELETIONS Item A There were no Additions, Corrections and Deletions to the Agenda. PUBLIC HEARING Item B 1 Review, discuss and direct proposed amendments to the Monroe County Year 2010 Comprehensive Plan, which were drafted based upon the results of the Technical Document Update (data and analysis - June 2011), Evaluation and Appraisal Report (EAR - May 2012) and extensive public comment which includes additional policy issues not included in the EAR, in order to finalize the draft, proposed Monroe County 2030 Comprehensive Plan. Mayte Santamaria addressed the Board on the Introduction and Background. There were no Public Speakers. John Abbott, Director of Environmental Planning for Keith and Schnars addressed the Board regarding the Mass Transit Element. There were no Public Speakers. The Board discussed the Traffic Circulation Element. There were no Public Speakers. The Board discussed the Capital Improvements Element. The following individuals addressed the Board: D.A. Aldridge; Julie Dick, representing Last Stand & Florida Keys Environmental Fund; Dottie Moses; Beth Ramsay- Vickery; Charles Causey; Mary Bakke; and Alicia Putney. o Goal 204 — Wetlands. The following individual addressed the Board: Beth Ramsay - Vickery. o Goal 205 — Native upland vegetation. The following indiviaduals addressed the Board: Alicia Putney, representing Key Deer Protection Alliance; Julie Dick, representing Last Stand & Florida Keys Environmental Fund; and Beth Ramsay- Vickery. o Goal 206 — Wildlife and Wildlife Habitats. The following individuals addressed the Board: Julie Dick, representing Last Stand & Florida Keys Environmental Fund; Alicia Putney, representing Key Deer Protection Alliance; and Kathy Brown. o Goal 207 — Soil and Mineral Resources. There were no Public Speakers for this Goal. o Goal 208 — CBRS /Mainland /Offshore Islands. There being no further business, the meeting of the Board of County Commissioners was adjourned.
