09/03/2014 BudgetMINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting/Budget Hearing Board of County Commissioners Wednesday, September 3, 2013 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05 P.M., at the Murray E. Nelson Government Center. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner George Neugent, Commissioner David P. Rice and Mayor Sylvia Murphy. Commissioner Kolhage was absent. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin, County Clerk; Lindsey Ballard, Deputy Clerk; County Staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS, DELETIONS Item A There were no Additions, Corrections and Deletions to the Agenda. BUDGET Item B Tina Boan, Director of the Office of Budget & Management announced the rolled -back rate, the proposed millage rate the percent above /below the rolled -back that was certified to the Property Appraiser at the July 24 2014 meeting. These are the rates that Citizens received on their TRIM notices. Item C Roman Gastesi, County Administrator discussed the upcoming Budget Hearings on September 8 2014 at the Marathon Government Center and September 11 2014 at the Harvey Government Center. Mr. Gastesi addressed the Board regarding the taxable property increase, the increase in sales tax, and the local discretionary tax has increased. Total budget is $441.7 million and there will be another Budget Hearing on September 8, 2014 in Marathon at the Marathon Government Center and the final Budget hearing on September 11, 2014 at the Harvey Government Center in Key West. Item D The Board accepted public input and discussion of the Tentative Fiscal Year 2014 Monroe County Budget. The following individual addressed the Board: Robby Majeska and George Scott. 09/03/2014 Pagel Item E Public Hearing and approval of Resolution to adopt Residential Solid Waste Collection, Disposal, and Recycling Rates for Fiscal Year 2014/2015. Public Hearing and approval of Resolution to adopt Residential Solid Waste Collection, Disposal, and Recycling Rates for Fiscal Year 2013/14. No public input. After discussion, a motion was made by Commissioner Rice and seconded by Commissioner Neugent to adopt the following Resolution. Motion carried unanimously. Item F Public Hearing and approval of Resolution to adopt the final Fiscal Year 2015 Commercial Solid Waste Collection, Disposal, and Recycling Rates. Public Hearing and approval of Resolution to adopt the final Fiscal Year 2015, Commercial Solid Waste Collection, Disposal, and Recycling Rates. No public input. After discussion, a motion was made by Commissioner Neugent and seconded by Commissioner Rice to adopt the following Resolution. Motion carried unanimously. Item H2 Tina Boan, Director of the Office of Budget & Management announced District 1 Tentative roll -back millage rate and percent increase over roll -back rate. Item H3 District 1 Board of Governors Resolution adopting the Tentative millage rate for Fiscal Year 2015. After discussion, a motion was made by Councilman Snow and seconded by Councilwoman Scott. A Roll Call vote was taken with the following results: Mayor Neugent Yes Commissioner Rice Yes Councilman Snow Yes Councilwoman Scott Yes Councilman Anderson Absent Motion Carried. RESOLUTION NO. 199 -2014 Said Resolution is incorporated herein by reference. Item H4 District 1 Board of Governors Resolution adopting the Tentative Budget for Fiscal Year 2015. After discussion, a Roll Call vote was taken with the following results: Commissioner Neugent Yes Commissioner Rice Yes Councilman Snow Yes Councilwoman Scott Yes Mayor Anderson Absent Motion Carried. RESOLUTION NO. 200 -2014 Said Resolution is incorporated herein by reference. There being no further business, the meeting of Board of Governors for the Fire and Ambulance District I was adjourned. The Board of County Commissioners meeting reconvened with all the commissioners present.
