02/27/2003 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2003/53 Special Meeting Board of County Commissioners Thursday, February 27,2003 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 9:00 AM., on the above date at the Harvey Government Center. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner George Neugent, Commissioner David P. Rice, and Mayor Dixie Spehar. Also present were Danny L. Kolhage, Clerk; James Roberts, County Administrator; Richard Collins, County Attorney; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. POINT OF PERSONAL PRIVILEGE Prior to the start of the meeting, Commissioner McCoy asked for a Point of Personal Privilege and discussed his comments concerning his planned meeting with FEMA officials on the Bill Becker Radio Show. ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Commissioner Neugent and seconded by Commissioner Nelson granting approval of the Agenda. Motion carried unanimously. County Administrator James Roberts, and Management Services Director, Sheila Barker gave the Board a presentation concerning the proposed budget scenario for direction on policy issues regarding the Fiscal Year 2004 Budget process. After discussion, motion was made by Commissioner McCoy and seconded by Commissioner Nelson directing Staff to bring back a budget in July, 2003 consistent with the recommendation of the County Administrator as contained in the Proposed Budget Scenario for Fiscal Year 2004. Roll call vote was taken with the following results: Commissioner Nelson Yes Commissioner Neugent No Commissioner Rice Yes Commissioner McCoy Yes Mayor Spehar No 02/27/2003 2003/54 Motion carried. Ms. Barker addressed the Board. Motion was made by Commissioner McCoy and seconded by Commissioner Nelson granting conceptual approval of an Agreement with Sarasota County to provide a government enterprise system for use in budget preparation. Motion carried unanimously. There being no further business to come before the Board, the meeting was adjourned. Danny L.
