07/27/2015 SpecialMINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting/Budget Hearing Board o f County Commissioners Monday, July 27, 2015 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 10:00A.M., at the Harvey Government Center. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner Sylvia Murphy, Commissioner George Neugent, Commissioner David Rice and Mayor Danny Kolhage. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin, County Clerk; Cheryl Robertson; Deputy Clerk, County Staff, members of the press and the general public. ADDITIONS, CORRECTIONS, DELETIONS Item Al There were no additions, corrections, or deletions made to the agenda. A motion to approve was made by Commissioner Carruthers and seconded by Commissioner Rice. The Motion carried unanimously. SHERIFF Item BI A Motion was made by Commissioner Carruthers and second by Commissioner Murphy to approve a request for expenditure from the Law Enforcement Trust Fund. The Motion carried unanimously. $2,000.00 Florida Keys Scenic Corridor Alliance: to support the upcoming county wide event "Keys Cleanup Day" on September 19, 2015. COUNTY ATTORNEY Item C1 A Motion was made by Mayor Kolhage and seconded by Commissioner Murphy approving specific portions of the revised Purchasing Policies and Procedures Manual that were continued from the Board of County Commissioner's Meeting held on July 15, 2015 to the July 27th budget meeting. The Motion passed unanimously. FISCAL YEAR 2016 BUDGET PRESENTATION Item D1 County Administrator Roman Gastesi provided the Board with the document entitled Monroe County Florida Board of County Commissioners Fiscal Year 2016 Proposed Budget, dated July 27, 2015. Said document is incorporated herein by reference. (Per the BOCC's approval Directors will not be requested to provide presentations). Tina Boan, Budget Director provided a power point presentation on the Operating and Capital Budget. MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS DEPARTMENTAL ACTION PLAN Item F8a Kevin Madok, Senior Director of Strategic Planning, provided a power point of the Capital Improvement Plan Budget DISCUSSION OF FISCAL YEAR 201.6 BUDGET REQUEST (CONSTITUTIONAL OFFICERS) PUBLIC DEFENDER Item F1 Rosemary Enright, Public Defender, presented the proposed budget request for Fiscal Year 2016. A Motion was made by Commissioner Rice and seconded by Commissioner Carruthers tentatively approving the County funded portion of the proposed budget of the Public Defender. The Motion carried unanimously. CLERK OF COURT Item F 1 Amy Heavilin, Clerk of Court, presented the proposed budget request for Fiscal Year 2016. A Motion was made by Commissioner Rice and seconded by Commissioner Murphy tentatively approving the County funded portion of the proposed budget of the Clerk of Court. The Motion passed unanimously. SHERIFF Item F 1 Sheriff Rick Ramsey, Sheriff, presented the proposed budget request for Fiscal Year 2016. A Motion was made by Commissioner Rice and seconded by Commissioner Carruthers tentatively approving the proposed budget of the Sheriff's Office. The Motion passed unanimously. PROPERTY APPRAISER Item F 1 Scott Russell, Monroe County Property Appraiser, presented the budget request for Fiscal Year 2016. A Motion was made by Commissioner Rice and seconded by Commissioner Neugent tentatively approving the proposed budget of the Property Appraiser. The Motion passed unanimously. SUPERVISOR OF ELECTIONS Item F 1 Joyce Griffin, Supervisor of Elections, presented the budget request for Fiscal Year 2016. A Motion was made by Commissioner Murphy and seconded by Commissioner Rice tentatively approving the proposed budget of the Supervisor of Elections. The Motion passed unanimously. MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS STATE ATTORNEY Item F1 Mark Kohl, Assistant State Attorney, presented the budget request for Fiscal Year 2016. A Motion was made by Commissioner Rice and seconded by Commissioner Neugent tentatively approving the proposed County funded portion of the budget of the State Attorney. The Motion passed unanimously. JUDICIAL Item F1 Holly Elomina, Court Administrator, presented the budget request for Fiscal Year 2016. A motion was made by Commissioner Murphy and seconded by Commissioner Rice tentatively approving the County funded portion of the proposed budget of the Court system. The Motion passed unanimously. HEALTH DEPARTMENT Item F2 Bob Eadie, Monroe County Health Department, presented the budget request for Fiscal Year 2016. A Motion was made by Commissioner Neugent and seconded by Commissioner Rice tentatively approving the County funded portion of the proposed budget for the Health Department. The Motion passed unanimously. LAND AUTHORITY The Board of County Commissioners adjourned for the meeting of the Land Authority to convene. Present and answering to roll call were Commissioner Carruthers, Mayor Kolhage, Commissioner Murphy, Commissioner Neugent, and Chairman Rice. Item F3 Mark Rosch, Executive Director of the Monroe County Land Authority, presented the budget request for Fiscal Year 2016. A Motion was made by Commissioner Murphy and seconded by Commissioner Carruthers tentatively approving the proposed budget of the Land Authority. The Motion passed unanimously. THE LAND AUTHORITY ADJOURNED AND THE BOARD OF COUNTY COMMISSIONER'S MEETING RECONVENED. MEDICAL EXAMINER Item F4 Dr. Thomas Beaver, Monroe County Medical Examiner, presented the budget request for Fiscal Year 2016. A Motion was made by Mayor Kolhage and seconded Commissioner Carruthers tentatively approving the budget that was previously submitted and directing the County Administrator Roman Gastesi to review and return recommendations on the newly proposed budget submitted by the Medical Examiner on July 27, 2015. The Motion passes unanimously. MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS GUARDIAN AD LITEM Item F5 Alexsa Leto, Guardian Ad Litem, presented the budget request for Fiscal Year 2016. A Motion was made by Commissioner Rice and seconded by Commissioner Carruthers tentatively approving the proposed budget for the County funded portion of the Guardian Ad Litem. The Motion passed unanimously. TOURIST DEVELOPMENT COUNCIL Item F6 Harold Wheeler, Director; and Maxine Pacini, Office Manager of the Tourist Development Council, presented the budget request for Fiscal Year 2016. The Board directed County Attorney Bob Shillinger to look into the Art in public places program and Harold Wheeler to look into suggestions made by Commission Carruthers. After discussion a Motion was made by Commissioner Murphy and seconded by Commissioner Rice tentatively approving the proposed budget of the Tourist Development Council. The motion passed unanimously. COUNTY ATTORNEY Item F7 Bob Shillinger, County Attorney, presented a proposal to include in the Summer Studies a proposal to move Risk Management from the Employee Services Department to the County Attorney's Office. A Motion to approve was made by Commissioner Rice and seconded by Commissioner Murphy. Motion passed unanimously. SUMMER STUDIES Tina Boan, Budget Director, recapped Summer Studies and Discussion: • Transferring Risk Management • Fire Rescue Surtax • A position for Marine Policing/Sheriff • Summer Studies for the Art Program /TDC (Kevin Wilson addressed the Board) A Motion was made by Commissioner Carruthers and seconded by Commissioner Murphy to review the budget for a new position of a Public Information Officer for the County during the Summer Studies. The Motion passed unanimously. MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS BOARD REVISITED MEDICAL EXAMINER BUDGET A copy of Medical Examiner's proposed budget was provided to the Board during the meeting. The Board directed staff to speak with the Medical Examiner to clarify things and learn the operation. INFORMATION TECHNOLOGY Item F14 Jethon Williams, MCTV, presented a power point on an upcoming project CAPITAL PROJECTS PRESENTATION & DISCUSSION Item F8b The Board discussed issues of Land Acquisition and Affordable Housing. A Motion was made by Commissioner Carruthers and seconded by Commissioner Neugent directing staff to study, during the Summer Studies, and to return at the next budget meeting with suggestions for an appropriate monetary figure/budget to support land acquisition and affordable housing allocation. A Roll Call vote was taken by the Clerk with the following results: Commissioner Carruthers Yes Commissioner Murphy Yes Commissioner Neugent Yes Commissioner Rice Yes Mayor Kolhage Yes Motion Carried. The Board discussed other issues which require further thought under Summer Studies or in advance of next years' budget: • Fire ambulance and Trauma Star /does not fall under prefer provider of our health insurance for the county • County employees' raises • Jefferson Brown Project and other Capital Projects • Program Management • Canals /Legal Liability • Water Quality MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Employee Services Item El A Motion was made by Commissioner Murphy and seconded by Commissioner Rice approving FY16 Monroe County Preventative Care Wellness Program Health screenings for 4 hours of annual leave (excluding Sheriff and Tax Collector) and FYI Monroe County Preventative Care Wellness Program Health screenings for 4 hours of annual leave (excluding Sheriff and Tax Collector) and/or age appropriate preventative health screenings for $25 /month discount off the employee contribution toward health insurance for County Commissioners, Constitutional Officers and employees who participate in the Group Health Plan as amended to exclude the Clerk. The Motion as amended passed unanimously. Item E2 A Motion was made by Commissioner Murphy and seconded by Commissioner Carruthers to allow staff to begin contract negotiations with Florida Blue (BCBSF) for Medical Third Party Administration Services, including Claims Administration, Case Management and Utilization Review Services, Disease Management (DM), Network Management, Wellness Programs. The Motion passed unanimously. OFFICE OF MANAGEMENT & BUDGET Item G1 A Motion was made by Commissioner Rice and seconded by Commissioner Murphy approving varies Resolutions for the transfer of funds and resolutions for the receipt of unanticipated revenue. The said resolutions are incorporated herein by reference: • Resolutions #184 -2015 Receipt of Unanticipated Funds for Fund 125 • Resolutions #191 -2015 Receipt of Unanticipated Funds for Fund 125 • Resolutions #192 -2015 Receipt of Unanticipated Funds for Fund 125 ANNOUNCEMENT OF MILLAGE RATES AND PUBLIC BUDGET HEARINGS Item H Tina Boan, Budget Director, announced the Millage Rates and the dates of further Public Budget Hearings. A copy of the Millage Rates and the list of the dates of the Public Budget Hearings are attached at the end of these minutes for reference. A motion was made by Commissioner Murphy and seconded by Commissioner Rice approving the Millage Rates.
