A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05
p.m. at the Murray E. Nelson Government & Cultural Center. Present and answering to roll call
were Commissioner Danny Kolhage, Commissioner Sylvia Murphy, Commissioner George
Neugent, Commissioner David Rice, and Mayor Heather Carruthers. Also present at the
meeting were Bob Shillinger, County Attorney; Roman Gastesi, County Administrator; Cheryl
Robertson, Deputy Clerk; County staff and members of the general public.
ADDITIONS, CORRECTIONS, DELETIONS
Item A.1 Approval of agenda.
There were no Additions, Corrections, or Deletions.

COUNTY ATTORNEY REQUEST
Bob Shillinger, County Attorney, requested to move the Attorney - Client Closed Session in the
matter of KW Resort Utilities Rate Application Florida Public Service Commission currently set
for September 8, 2016 @ 4:00 PM until Monday during our Special Meeting of September 19,
2016.
RESULT: APPROVED [UNANIMOUS] Regarding the County Attorney's request.

Tina Boan, Budget Director, announced the Tentative Millage Rates.
Item C.2 County Administrator's Budget Update.
Tina Boan, Budget Director, presented a slide presentation of the Fiscal Year
2017 Proposed Budget that has the updated estimates which includes the rate
increase that was just discussed for group insurance.
Item C.3 Public input.
Dotti Moses representing The Federation addressed the Board as a public speaker.
Item CA Discussion of the Tentative Fiscal Year 2017 Monroe County Budget.
Discussion was held concerning the SPCA project, Bids on Major Projects,
Summer Studies and results, 304 Fund, and future funding for projects.

Item F. Discussion and approval of the County Administrator's recommended changes to
the Fiscal Year 2017 millage and budget.
Tina Boan, Budget Director, indicated the items that were amended in the
presentation were the 985 Group Insurance rate increase. A Motion was made by
Commissioner Neugent and seconded by Commissioner Murphy for Approval.
Motion was approved.
Second Motion was a fund requested of 1.5 Million for the Animal Control
$750,000.00 FY 2017 and $750,000.00 FY 2018. So moved by Commissioner
Neugent and seconded by Commissioner Rice.
