A Special Meeting of the Monroe County Board of County Commissioners convened at
9:00 A.M., on the above date at the Harvey Government Center. Present and answering to roll
call were Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner
George Neugent, Commissioner David P. Rice, and Mayor Dixie Spehar. Also present were
Danny L. Kolhage, Clerk; James Roberts, County Administrator; Richard Collins, County
Attorney; County Staff, members of the press and radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
Prior to the start of the meeting, County Attorney Richard Collins and Assistant County
Attorney, Bob Shillinger requested that an item be added to the agenda concerning their request
for an Executive Session. Motion was made by Commissioner Nelson and seconded by
Commissioner Neugent granting approval of the Agenda including the addition of the County
Attorney's request. Motion carried unanimously.
Mr. Shillinger requested that the Board schedule an Executive Session concerning the
litigation of Hinote Construction, Inc. v. Monroe County, Case. No. CAP 03-344. Mr. Shillinger
read into the record a Request for an Executive Session to hear the Hinote Construction v.
Monroe County matter. Motion was made by Commissioner Rice and seconded by
Commissioner Nelson to approve the request as stated to be held on Wednesday, August 20,
2003 at 8:30 A.M. at the Key Largo Library. Motion carried unanimously.
FISCAL YEAR 2004 BUDGET MEETING
Overview
The Board entered into a general discussion concerning the tentative county budget.
James Roberts, County Administrator gave his budget overview. Virginia Panico, Executive
Director of the Key West Chamber of Commerce addressed the Board.
Human Services Funding
The Board discussed Human Services Funding. Motion was made by Commissioner
Neugent to include an additional $365,000 for Human Services Advisory Board funding. During
discussion, the motion was withdrawn. Motion was made by Commissioner Nelson and seconded
by Mayor Spehar to shift the funding previously allocated to the Children's Shelter and the Big

Pine Athletic Association to the Human Services Advisory Board for their consideration in the
total amount of$140,000. Joe Barker, Executive Director of The Wesley House addressed the
Board. Roll call vote was unanimous with Commissioner Rice abstaining.
Motion was made by Commissioner Neugent and seconded by Commissioner Nelson to
fund an additional $100,000 to the Human Services Advisory Board for their consideration. Roll
call vote was taken with the following results:
Commissioner Nelson Yes
Commissioner Neugent Yes
Commissioner Rice Abstain
Commissioner McCoy No
Mayor Spehar Yes
Motion carried.
Budget Director, Jennifer Hill read the current proposed tentative millage rates. Motion
was made by Commissioner Rice and seconded by Commissioner McCoy to certifY to the Monroe
County Property Appraiser the proposed millage rates for Fiscal Year 2004 Millage Rates
indicated in the spreadsheet. Said document is incorporated herein by reference. Roll call
vote was taken with the following results:
Commissioner Nelson Yes
Commissioner Neugent No
Commissioner Rice Yes
Commissioner McCoy No
Mayor Spehar Yes
Motion carried.
Commissioner McCoy excused himself from the meeting.
Motion was made by Commissioner Neugent and seconded by Commissioner Nelson
setting the dates, times, and places for the Public Hearings concerning the Fiscal Year 2004
budget as follows:
September 3,2003, 5:05 p.m., Harvey Government Center at Historic Truman School,
1200 Truman Avenue, Key West, FL 33040.
September 10, 2003, 5:05 p.rn., Key Largo Library, MM 101, Key Largo, FL 33030.
September 17, 2003, 5:05 p.rn., Marathon Government Center, 2798 Overseas Highway,
Marathon, FL 33050.
Motion carried unanimously, with Commissioner McCoy not present.

The Board continued general discussion of the budget.
There being no further business to come before the Board, the meeting was adjourned.
