09/03/2003 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2003/216 Special Meeting Board of County Commissioners Wednesday, September 3,2003 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05 PM., on the above date at the Harvey Government Center. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Murray Nelson, Commissioner George Neugent, Commissioner David P. Rice, and Mayor Dixie Spehar. Also present were Danny L. Kolhage, Clerk; James Roberts, County Administrator; Richard Collins, County Attorney; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Commissioner Nelson and seconded by Commissioner Rice granting approval of Additions, Corrections, and Deletions to the Agenda. Motion carried unanimously. PUBLIC HEARING - BUDGET Budget Director, Jennifer Hill announced the tentative millage rates for the Fiscal Year 2004 Monroe County Budget. Said 2004 millage sheet is attached hereto and made a part hereof. County Administrator James Roberts made a presentation before the Board concerning the tentative Fiscal Year 2004 Monroe County Budget. The Board accepted public input concerning the tentative Fiscal Year 2004 Monroe County Budget. The following individuals addressed the Board: Yvonne Kostic, Suzanne K. Lex, Harry Kostic, Bart Hofford, representing the Key West Restaurant & Bar Association; Virginia A. Panico, representing the Key West Chamber of Commerce; Louis Pineda, Mary Wingate, B. G. Carter, David Zensinger, Bob Voss, Maretta L. McNichol, Tom Sawyer, George Maurer, and Kathy Toribio. Motion was made by Mayor Spehar and seconded by Commissioner McCoy to fund the $300,000 for retiree coverage from the reserve account. Roll call vote was taken with the following results: Commissioner Nelson No Commissioner Neugent No Commissioner Rice No 09/03/03 2003/217 Commissioner McCoy Mayor Spehar Yes Yes Motion failed. Motion was made by Commissioner Nelson and seconded by Commissioner McCoy to require the retirees to contribute $50.00 per month for health care. Roll call vote was taken with the following results: Commissioner Nelson Yes Commissioner Neugent Yes Commissioner Rice Yes Commissioner McCoy Yes Mayor Spehar No Motion carried. A Public Hearing was held concerning the proposed Fiscal Year 2004 Residential Solid Waste Collection, Disposal, and Recycling Rates. There was no public input. (This matter is also set to be heard at the second public hearing scheduled to occur at 5:05 P.M., September 10, 2003 at the Key Largo Library.) FIRE & AMBULANCE DISTRICT 1 BOARD OF GOVERNORS The Board of Governors for the Fire and Ambulance District I convened. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner George Neugent, Commissioner David P. Rice, Mayor Dixie Spehar and Chairman Kevin Madok. Ms. Hill announced the District 1 Board of Governors tentative roll-back millage rates and percent increase over the roll-back rate. Said 2004 millage sheet is attached hereto and made a part hereof. Monroe County Fire Chief, Clark O. Martin and Mr. Roberts addressed the Board concerning the District I tentative Fiscal Year 2004 budget. Motion was made by Mayor Spehar and seconded by Commissioner Neugent to adopt the following Resolution adopting the District I tentative millage rate for Fiscal Year 2004. Motion carried unanimously. 09/03/03 2003/218 RESOLUTION NO. 349-2003 Said Resolution is incorporated herein by reference. Motion was made by Commissioner Rice and seconded by Commissioner Neugent to adopt the following Resolution adopting the District I tentative budget for Fiscal Year 2004. Motion carried unanimously. RESOLUTION NO. 350-2003 Said Resolution is incorporated herein by reference. There being no further business, the meeting of the Board of Governors was adjourned. * * * * * * The Board of County Commissioners reconvened with all Commissioners present. Ms. Hill read the aggregate roll back and proposed aggregate millage rates for Fiscal Year 2004. Said 2004 millage sheet is attached hereto and made a part hereof. Motion was made by Commissioner Nelson and seconded by Mayor Spehar to approve the tentative millage rates for Fiscal Year 2004. During discussion, motion was withdrawn. Motion was made by Commissioner McCoy to remove the $100,000 previously approved by the Board to go the Human Services Advisory Board to be reduced on a pro-rata basis. Motion died for lack of a second. Motion was made by Mayor Spehar and seconded by Commissioner Rice to adopt the following Resolution adopting the tentative millage rates for Fiscal Year 2004. Roll call vote was unammous. RESOLUTION NO. 351-2003 Said Resolution is incorporated herein by reference. Motion was made by Mayor Spehar and seconded by Commissioner Rice directing Staff to amend the proposed millage rates for the September 10, 2003 meeting to reflect the Board's action concerning the requirement that retirees pay $50 per month for their health insurance coverage. Roll call vote was unanimous. Motion was made by Commissioner Neugent and seconded by Commissioner Rice to adopt the following Resolution adopting the tentative budget for Fiscal Year 2004. Roll call vote was unammous. Final Adoption of the Fiscal Year 2004 Millage Rates and Budget Wednesday, September 17, 2003 Marathon Government Center at 5:05 P.M. Motion carried unanimously.
