09/20/2023 Budget MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Budget Meeting Board of County Commissioners Wednesday, September 20, 2023 Key Largo, Florida& Via Communication Media Technology A special budget meeting of the Monroe County Board of County Commissioners convened at 6:45 p.m. at the Murray Nelson Government Center in Key Largo and via Communication Media Technology. Present and answering to roll call were Commissioner Michelle Lincoln, Commissioner Holly Raschein, Commissioner David Rice, Commissioner Jim Scholl, and Mayor Craig Cates. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin Madok, Clerk; Liz Yongue, Deputy Clerk; county staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS & DELETIONS Al There were no Additions, Corrections or Deletions to the Agenda. Motion was made by Commissioner Raschein and seconded by Commissioner Lincoln approving the agenda. Motion carried unanimously. BUDGET B 1 Tina Boan, Senior Director of Budget and Finance gave a Power Point Presentation, on the County Administrator's Fiscal Year 2024 Final Budget. Judy Clarke, Director of Engineering/Roads & Bridges, addressed the Board. B2 The following individuals addressed the Board: Troy Zinser, Cindy Dresow, Mary Beth Fels, Patrick Foley, John Jochem, John Millhiser, Bettye Chaplin, Karen Wilkinson, Mark Chandonnet, and Chris Cavallacci. B4 Motion was made by Commissioner Raschein and seconded by Commissioner Scholl granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Guidance/Care Center for The Heron, Assisted Living Facility Program, in the amount of $45,000.00, funded by the County through recommendations of the Human Services Advisory Board. Roll call vote carried unanimously, with Commissioner Rice abstaining due to conflict. B5 Motion was made by Commissioner Lincoln and seconded by Commissioner Raschein granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Guidance/Care Center for the Community Transportation for Disadvantaged Program, in the amount of$28,379.00; the Innovative Service Development Program, in the amount of $10,668.00; and Baker Act Transportation Service Program, in the amount of$207,450.00. Roll call vote carried unanimously, with Commissioner Rice abstaining due to conflict. B6 Motion was made by Commissioner Raschein and seconded by Commissioner Lincoln granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Guidance/Care Center (G/CC) for Substance Abuse Mental Health (SAMH) Services, in the amount of$527,507.00; and a Fiscal Year 2024 Agreement with G/CC for the Jail In-House Program, in the amount of$382,432.00. The County funding for SAMH Services is the local Page 12 09/20/2023 match required by Florida Statute. Roll call vote carried unanimously, with Commissioner Rice abstaining due to conflict. B7 Motion was made by Commissioner Scholl and seconded by Commissioner Rice granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Florida Keys Area Health Education Center, in the amount of$198,000.00, funded by the County through recommendations of the Human Services Advisory Board. Roll call vote carried unanimously, with Commissioner Lincoln abstaining due to conflict. B8 Motion was made by Commissioner Scholl and seconded by Commissioner Lincoln granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Florida Keys Healthy Start Coalition, in the amount of$109,500.00, funded by County through recommendations of the Human Services Advisory Board. Roll call vote carried unanimously, with Commissioner Raschein abstaining due to conflict. B9 Motion was made by Commissioner Scholl and seconded by Commissioner Rice granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Monroe Council of the Arts Corporation d/b/a Florida Keys Council of the Arts, in the amount of$87,800.00. Bob Shillinger, County Attorney, addressed the Board. Roll call vote carried unanimously, with Commissioner Raschein abstaining due to conflict. B10 Motion was made by Commissioner Scholl and seconded by Commissioner Lincoln granting approval and authorizing execution of a Fiscal Year 2024 Agreement with Historic Florida Keys Foundation, Inc., to develop, coordinate, and promote historic preservation in Monroe County, in the amount of$32,450.00. Mr. Shillinger addressed the Board. Roll call vote carried unanimously. The Board of County Commissioners meeting adjourned for the Board of Governors, Fire & Ambulance District 1, meeting. FIRE & AMBULANCE DISTRICT 1 BOARD OF GOVERNORS The Board of Governors for the Fire & Ambulance District 1 convened. Present and answering to roll call were Mayor Craig Cates, Commissioner Holly Raschein, Commissioner David Rice, Councilman Greg Lewis, and Mayor Bruce Halle. D1 Motion was made by Commissioner Raschein and seconded by Commissioner Rice adopting the following District I Board of Governors Resolution approving the final millage rate for Fiscal Year 2024. The Board of County Commissioners meeting reconvened with all Commissioners present. BUDGET RESOLUTIONS AND ANNOUNCEMENTS El Ms. Boan announced the final millage rates. E2 Motion was made by Commissioner Raschein and seconded by Commissioner Scholl adopting the following Resolution approving the final millage rates for Fiscal Year 2024. Roll call vote carried unanimously. RESOLUTION NO. 276-2023 Said Resolution is incorporated herein by reference. E3 Motion was made Commissioner Lincoln and seconded by Commissioner Scholl adopting the following Resolution approving the final operating budget for Fiscal Year 2024. E4 Motion was made by Commissioner Scholl and seconded by Commissioner Raschein adopting the following Resolution approving the final capital budget for Fiscal Year 2024.
