07/23/2004 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2004/179 Special Meeting Board of County Commissioners Friday, July 23,2004 Marathon, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 9:00 AM., on the above date at the Marathon Government Center. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner George Neugent, Commissioner David P. Rice, Commissioner Dixie Spehar and Mayor Murray E. Nelson. Also present were Danny L. Kolhage, Clerk; Suzanne Hutton, Assistant County Attorney; Reggie Paros, Acting County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. Commissioner Neugent discussed a request by the Village of Islam orad a for dedication of a Clean Marina Program, and request to hold a joint meeting with the Village. Commissioner Neugent discussed implementation of Ordinance No. 004-2003 prohibiting diving and snorkeling within manmade waterbodies, and within 300 feet of marinas, improved residential, and commercial shorelines during the entirety of the two-day sport season for spiny lobster. FISCAL YEAR 2005 BUDGET MEETING Public Safety Director Reggie Paros informed the Board he would be Acting County Administrator as Mr. Roberts was out of town due to an illness in the family. OVERVIEW Management Services Director, Sheila Barker addressed the Board and gave an overview of the tentative Fiscal Year 2005 County budget. LOWER & MIDDLE KEYS FIRE & AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors for the Fire and Ambulance District I convened. Present and answering to roll call were Commissioner George Neugent, Commissioner Dixie Spehar, and Mayor Pro Tem David P. Rice. Absent was Councilman John Cromartie and Chairman Kevin Madok. 07/23/2004 2004/180 Fire Chief Clark O. Martin, Jr. addressed the Board. The Board accepted the proposed Lower Keys Fire & Ambulance District Board of Governors budget request for Fiscal Year 2004-2005. There being no further business, the meeting of the Board of Governors was adjourned. * * * * * * The meeting of the Monroe County Board of County Commissioners reconvened with all Commissioners present. FIRE RESCUE Mr. Martin addressed the Board. The Board accepted the proposed Fire Rescue budget request for Fiscal Year 2004-2005. PUBLIC SAFETY Acting County Administrator and Public Safety Director, Reggie Paros addressed the Board. The Board accepted the proposed Public Safety budget request for Fiscal Year 2004-2005. MEDICAL EXAMINER Mr. Paros addressed the Board. The Board accepted the proposed Medical Examiner's budget request for Fiscal Year 2004-2005. GROWTH MANAGEMENT Growth Management Director, Tim McGarry addressed the Board. The Board accepted the proposed Growth Management budget request for Fiscal Year 2004-2005. Motion was made by Commissioner Neugent and seconded by Commissioner McCoy to levy a millage in Big Coppitt MSTU at .7 mills. Motion carried unanimously. COUNTY ATTORNEY Assistant County Attorney, Suzanne Hutton addressed the Board. The Board accepted the proposed County Attorney budget request for Fiscal Year 2004-2005. PUBLIC SAFETY Mr. Paros addressed the Board. Motion was made by Commissioner McCoy and seconded by Commissioner Rice granting approval to negotiate a contract with SCS Engineers 07/23/2004 2004/181 based on the outcome of the Request for Qualifications process for General Solid Waste Engineering Services. Motion carried unanimously. TOURIST DEVELOPMENT COUNCIL Harold Wheeler, Executive Director of the Tourist Development Council and Lynda Stuart, Office Manager addressed the Board. The Board accepted the proposed TDC budget request for Fiscal Year 2004-2005. GROWTH MANAGEMENT Richie Moretti, representing Marathon Hospital Association; Growth Management Director, Tim McGarry; and Jim Ryan addressed the Board. MISCELLANEOUS The Board was reminded of the dates for selection of a new County Administrator: Friday August 20th, 5:30 P.M. - candidate reception at the Doubletree Grand Key Resort in Key West. Saturday, August 21st, 9:00 A.M.- 4:00 P.M. at the Harvey Government Center in Key West for candidate interviews and 4:30 P.M. for the official vote for a new County Administrator. SHERIFF Phil Mandina and Ted Carter addressed the Board. Sheriff Richard D. Roth and Bureau Chief Mike Rice discussed the Sheriffs proposed budget request. The Board accepted the proposed Sheriff's budget request for Fiscal Year 2004-2005. FIRE & AMBULANCE DISTRICT 1 BOARD OF GOVERNORS Motion was made by Commissioner Neugent and seconded by Commissioner Spehar approving the proposed tentative 2005 millage rates for the Fire & Ambulance District 1 Board of Governors, as indicated in the Millage Rates Proposed Budget spreadsheet. Motion carried unanimously, with Councilman John Cromartie and Chairman Kevin Madok not present. Said document is incorporated herein by reference. BOARD OF COUNTY COMMISSIONERS Ms. Barker read the current proposed tentative millage rates for Fiscal Year 2005 as indicated in the Millage Rates Proposed Budget spreadsheet. Motion was made by Commissioner Neugent and seconded by Commissioner Spehar granting approval of the proposed tentative 2005 millage rates. Said document is incorporated herein by reference. The Board announced the following three Public Hearing dates, time and places to consider and adopt the final budget and final millage rates. The Board of County Commissioners 07/23/2004 2004/182 must notify the Property Appraiser of the proposed millage rate for TRIM notice, and meeting dates, times and places where the tentative budget and tentative millage rates will be adopted.
