08/21/2004 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2004/213 Special Meeting Board of County Commissioners Saturday, August 21,2004 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 1:15 P.M., on the above date at the Harvey Government Center. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner David P. Rice, Commissioner Dixie Spehar and Mayor Murray E. Nelson. Commissioner George Neugent arrived later in the meeting. Also present were Danny L Kolhage, Clerk; John R. Collins, County Attorney; James Roberts, County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS James L Roberts, County Administrator discussed the challenge to the Land Development Regulation (LDR) proposed Rule. Motion was made by Commissioner McCoy and seconded by Commissioner Rice granting approval for the Administrator to proceed with the initial steps for debt financing for the wastewater program and acquisition of property for affordable housing. Roll call vote was unanimous, with Commissioner Neugent not present. Commissioner Neugent arrived at the meeting and took his seat. MISCELLANEOUS Mayor Nelson read a letter to the Board from Hal Heim asking for assistance for the elderly in Punta Gorda as they try to cope with the after math of Hurricane Charley. Mr. Heim's letter has asked that any contributions be sent to the American Red Cross in Washington, DC or to our local Red Cross Branches in Tavernier or Key West. COUNTY ADMINISTRATOR SELECTION PROCESS The Board began their interviews of County Administrator finalists, for the selection and approval of new County Administrator, pending the approval of a formal contract. 08/21/2004 2004/214 Colin Baenziger of the firm Colin Baenziger & Associates introduced each of the candidates to the Board who made presentations in the following order: James Malloch, Thomas Willi, Robert Herman, Lee Evett, Shaun Carey, and Charles Saddler. Following the presentations, the Board proceeded to ballot. Mr. Baenziger announced the following results: Candidate McCoy Neugent Rice Spehar Nelson Total Carey X 1 Evett X X 2 Herman X 1 Malloch Saddler X X 2 Willi X X X X 4 The Board proceed to re-ballot for the purpose of selecting a 2nd and 3rd choice, with the following results: Candidate McCoy Neugent Rice Spehar Nelson Total Carey Evett X X 2 Herman Malloch Saddler X X X 3 Willi Motion was made by Commissioner McCoy and seconded by Commissioner Rice to accept the above ballots nominating Tom Willi as the new County Administrator, with Charles Saddler as 2nd choice and Lee Evett as 3rd choice. Motion carried unanimous. Mr. Willie addressed the Board. There being no further business, the meeting of the Board of County Commissioners was adjourned. Danny L.
