A Special Board of County Commissioners Meeting convened at 10:00 AM, on the above
date at Key Colony Beach City HalL Present and answering to roll call were Commissioner
Charles "Sonny" McCoy, Commissioner George R Neugent, Commissioner David p, Rice, and
Mayor Dixie M. Spehar, Commissioner Murray E, Nelson was not present. Also present were
Richard Collins, County Attorney; Thomas Willi, County Administrator; Isabel C. DeSantis,
Deputy Clerk; County Staff, members of the press and radio; and the general public,
All stood for the Invocation and Pledge of Allegiance.
WELCOME AND INTRODUCTIONS
Commissioner David P. Rice welcomed all of to day's participants and acknowledged the
following individuals: Councilman Chris Bull and Mayor Jeff Pinkus, representing the City of
Marathon; Mayor Clyde Burnett, Vice-Mayor Arline Carbin, and Commissioner Peter Hines,
representing Key Colony Beach; Harold Wheeler, Executive Director of the Tourist Development
Council; Bernie LaPira, Manager, Village of Islands; Kirby Michalaus of Representative Eleana
Ros-Lehtinen's office; Holly Merrell of Representative Ken Sorenson's office; and Kathy Connell,
Mayor of Steamboat Springs, Colorado,
OPENING STATEMENT
Monroe County Director of Airports, Peter Horton also thanked all of today's participant's
and discussed some history concerning the Florida Keys Marathon Airport, Mr. Horton then
introduced Mike Mooney of The Boyd Group who specialize in Aviation Consulting &
Forecasting,
FLORIDA KEYS MARATHON AIRPORT
AIR SERVICES RECRUITMENT PRESENTATION
Mike Mooney, Sf. Vice President of the Boyd Group gave a power point presentation
regarding current options for bringing a regional commercial carrier to the Florida Keys Marathon
Airport. Mr, Mooney discussed details of preparing an application for a Department of
Transportation Small Community Air Service Development grant and discussed their proposal for
a public-private partnership including financial commitments from the community and local
governments to match the grant in order to create a revenue guarantee fund to offset an airline's
risk.

Commissioner Rice concluded by thanking all participants for their attendance during
today's presentation,
There being no further business, the meeting of the Board of County Commissioners was
