09/14/2005 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2005/210 Special Meeting Board of County Commissioners Wednesday, September 14, 2005 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened on the above date at 5:00 P.M., at the Key Largo Library. Present and answering to roll call were Commissioner Charles "Sonny" McCoy, Commissioner Murray E. Nelson, Commissioner David P. Rice, and Mayor Dixie M. Spehar. Absent was Commissioner George R. Neugent. Also present were Isabel C. DeSantis, Deputy Clerk; Richard Collins, County Attorney; Thomas Willi, County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Commissioner Rice and seconded by Commissioner Nelson granting approval of Additions, Corrections, and Deletions to the Agenda. Motion carried unanimously, with Commissioner Neugent not present. FISCAL YEAR 2006 PUBLIC HEARING - BUDGET COUNTY ADMINISTRATOR'S PRESENTATION County Administrator, Tom Willi addressed the Board concerning the tentative Fiscal Year 2006 County budget. Sal Zappulla, Officer of Management and Budget Director disseminated the document entitled Monroe County Board of County Commissioners 2006 Millage Rates-Proposed Budget. Said document is incorporated herein by reference. RESOLUTION NO, 328-2005 Said Resolution is incorporated herein by reference. A Public Hearing was held concerning the proposed Fiscal Year 2006 Commercial Solid Waste Collection, Disposal, and Recycling Rates. There was no public input. 09/14/2005 2005/211 LOWER & MIDDLE KEYS FIRE & AMBULANCE DISTRICT BOARD OF GOVERNORS The Board of Governors for the Fire and Ambulance District I convened. Present and answering to roll call were Commissioner David P. Rice, Mayor Dixie Spehar, and Chairman Kevin Madok. Absent was Commissioner George Neugent and Councilman John Cromartie. A Public Hearing was held concerning the proposed Board of Governors Fiscal Year 2006 Budget. There was no public input. No changes were made by the Board. There being no further business, the meeting of the Board of Governors was adjourned. * * * * * * The meeting of the Monroe County Board of County Commissioners reconvened with all Commissioners present. A Public Hearing was held concerning the Tentative Fiscal Year 2006 Budget and Tentative Millage. There was no public Input. No changes were made by the Board. The Board discussed the Marathon Manor and what role Monroe County may have in a partnership with the School Board for future operation of the Manor as a convalescent facility and the use of adjacent property. No official action was taken. The Board discussed providing a sum of money for Hurricane Katrina disaster relief. Mr. Willi addressed the Board. After discussion, motion was made by Commissioner Nelson and seconded by Commissioner Rice to provide the sum of$100,000 to assist Alabama, Mississippi, and Louisiana Hurricane Katrina victims. Roll call vote was unanimous. Staff was directed to bring back specific details to this Board at its September 21, 2005 meeting for the most effective way of disbursing these funds. There being no further business, the meeting of the Board of County Commissioners was adjourned. Danny L.
